650.920.1.Thereisherebyestablishedwithinthedepartmentofpublicsafety
2the"PrivateSecurityCameraIncentiveProgram"toprovidefinancialassistanceto
3qualifiedapplicantswhoresideinpriorityareasofthisstatetoimprovetheirsafetyand
4securitythroughthepurchaseofsecuritycamerastobeinstalledonpropertyownedor
5leasedbysuchapplicants.Forpurposesofthissection,thefollowingtermsmean:
6 (1)"Department",thedepartmentofpublicsafety;
7 (2)"Priorityarea",anareaidentifiedbythedepartmentofpublicsafetyas
8needingadditionalsecuritymeasuresbasedonpublicsafetyindicators,includingcrime
9levels;
10 (3)"Program",theprivatesecuritycameraincentiveprogramestablishedunder
11thissection;
12 (4)"Qualifiedapplicant",apersonresidinginapriorityareawhoissixty-five
13yearsofageorolder,disabled,orwhosehouseholdincomedoesnotexceedonehundred
14andfiftypercentofthecurrentfederalpovertylevelorsixtypercentofthestatemedian
15income;
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 16 (5)"Securitycamera",anoutdoorsurveillancecamerasystem,withfunctioning
17digitalvideorecordingcapability,thatisinstalledonpropertyownedorleasedbya
18qualifiedapplicant.
19 2.Subjecttoappropriations,thedepartmentshallawardrebatesorvouchersto
20qualifiedapplicantsbeginninginJanuary2027.Allrebatesorvouchersshallbe
21awardedfromthefundestablishedundersubsection6ofthissection.Rebatesor
22vouchersawardedshallbedistributedbythelawenforcementagencyorfire
23departmentwithjurisdictionovertheareainwhichtheapplicantresides.
24 3.BeforeJanuary1,2026,thedepartmentshallestablishthefollowing:
25 (1)Themethodologyusedtoidentifyapriorityarea;
26 (2)Thepermissiblecollection,dissemination,use,anddisposalofimages
27recordedbyasecuritycamerapurchasedundertheprogram;and
28 (3)Minimumstandardsforsecuritycameraspurchasedundertheprogram.
29 4.Anownerorlesseeofapropertymayqualifytoreceivearebateorvoucher
30undertheprogramif:
31 (1)Theapplicantissixty-fiveyearsofageorolder,disabled,ortheapplicant's
32householdincomedoesnotexceedonehundredandfiftypercentofthecurrentfederal
33povertylevelorsixtypercentofthestatemedianincome;
34 (2)Thepropertyislocatedwithinapriorityarea;
35 (3)Theapplicantagreesinwritingthatthesecuritycamerawillnotbeusedfor
36thepurposeofrecordingprivatepropertynotownedorleasedbytheapplicant;
37 (4)Therebateorvoucherisusedsolelytooffsetthecostsofasecuritycamera;
38 (5)Theapplicationissubmittedintheformandmannerprescribedbythe
39department;and
40 (6)ThesecuritycameraispurchasedandinstalledafterAugust28,2025.
41 5.Theamountofarebateorvoucherundertheprogramshallnotexceedthe
42purchasecostofasecuritycamera.
43 6.(1)Thereisherebycreatedinthestatetreasurythe"PrivateSecurityCamera
44IncentiveProgramReimbursementFund",whichshallconsistofmoneysappropriated
45toitbythegeneralassemblyandanygifts,donations,andbequestsreceivedfrom
46federal,private,orothersources.Thestatetreasurershallbecustodianofthefund.In
47accordancewithsections30.170and30.180,thestatetreasurermayapprove
48disbursements.Thefundshallbeadedicatedfundand,uponappropriation,moneys
49inthisfundshallbeusedtoproviderebatesorvoucherstoqualifiedapplicantsas
50providedunderthissection.
HB1368	2 51 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
52remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe
53generalrevenuefund.
54 (3)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras
55otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe
56creditedtothefund.
57 7.Undersection23.253oftheMissourisunsetact:
58 (1)Theprovisionsofthenewprogramauthorizedunderthissectionshall
59automaticallysunsetsixyearsaftertheeffectivedateofthissectionunlessreauthorized
60byanactofthegeneralassembly;and
61 (2)Ifsuchprogramisreauthorized,theprogramauthorizedunderthissection
62shallautomaticallysunsettwelveyearsaftertheeffectivedateofthereauthorizationof
63thissection;and
64 (3)ThissectionshallterminateonSeptemberfirstofthecalendaryear
65immediatelyfollowingthecalendaryearinwhichtheprogramauthorizedunderthis
66sectionissunset.
67 8.Thedepartmentmaypromulgateallnecessaryrulesandregulationsforthe
68administrationofthissection.Anyruleorportionofarule,asthattermisdefinedin
69section536.010,thatiscreatedundertheauthoritydelegatedinthissectionshall
70becomeeffectiveonlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter
71536and,ifapplicable,section536.028.Thissectionandchapter536arenonseverable
72andifanyofthepowersvestedwiththegeneralassemblypursuanttochapter536to
73review,todelaytheeffectivedate,ortodisapproveandannularulearesubsequently
74heldunconstitutional,thenthegrantofrulemakingauthorityandanyruleproposedor
75adoptedafterAugust28,2025,shallbeinvalidandvoid.
