4747 9 (3)Havecommittedprivatefundingofatleastthirty-threepercentoftotal
4848 10projectcosts;
4949 11 (4)Havelocalgovernmentsupportthrougharesolutionfromthelocal
5050 12governingbodycommittingtoeither:
5151 13 (a)Provideatleasttenpercentofprojectcosts;or
