160.082.1.Thissectionshallbeknownandmaybecitedasthe"Missouri
2CreatingaRespectfulandOpenWorldforNaturalHair(MissouriCROWN)Act".
3 2.Asusedinthissection,thefollowingtermsmean:
4 (1)"Educationalinstitution",anypublicorprivateprekindergartenprogram,
5publicorprivateelementaryorsecondaryschool,orpublicorprivateschoolboardor
6otherschooladministrativebody;
7 (2)"Protectivehairstyles",includes,butisnotlimitedto,suchhairstylesand
8coveringsthataredesignedtoprotecttexturedhairfromdamagesoitmaybewornin
9itsnaturalstateasbraids,locks,twists,andafros;
10 (3)"Race",includesaperceptionthatapersonisofaparticularracialgroup
11baseduponsharedphysicaltraitsassociatedwithancestraloriginorethnicity,shared
12culturalattributes,andsimilarphysicalcharacteristicssuchasskincolorandfacial
13features;
14 (4)"Statefinancialassistance",anyfundsorotherformoffinancialaid
15appropriatedorauthorizedunderthelawsofthisstate,orunderanyfederallaw
16administeredbyanystateagency,forthepurposeofprovidingassistancetoany
17educationalinstitutionforitsownbenefitorforthebenefitofanypupilsadmittedtothe

20 (a)Grantsofstateproperty,oranyinteresttherein;
21 (b)Provisionoftheservicesofstatepersonnel;and
22 (c)Fundsprovidedbycontract,taxrebate,appropriation,allocation,or
23formula;
24 (5)"Statestudentfinancialaid",anyfundsorotherformoffinancialaid
25appropriatedorauthorizedunderthelawsofthisstate,orunderanyfederallaw
26administeredbyanystateagency,forthepurposeofprovidingassistancedirectlytoany
27studentadmittedtoaneducationalinstitution."Statestudentfinancialaid"shall
28include,butnotbelimitedto,scholarships,loans,grants,orwages.
29 3.Nopersonshallbesubjectedtodiscriminationbasedontheperson'shair
30textureorprotectivehairstyle,ifthatprotectivehairstyleortextureiscommonly
31associatedwithaparticularraceororigin,inanyprogramoractivityconductedbyan
32educationalinstitutionthatreceivesorbenefitsfromstatefinancialassistanceorenrolls
33pupilswhoreceivestatestudentfinancialaid;provided,however,thatsuchinstitution
34mayrequiretheuseofhairnetsorcoveringsormayrequirethathairbesecuredfor
35safetypurposesinanycareerandtechnicaltrainingcourseorclasstocomplywith
36safetyregulationsandstandardsofthecourseorclassthroughoutthedurationofthe
37courseorclass.
38 4.Theprovisionsofsubsection3ofthissectionshallnotapplytoaneducational
39institutionthatiscontrolledbyareligiousorganizationiftheapplicationofsuch
40provisionwouldnotbeconsistentwiththereligioustenetsofthatorganization.
