3160.2710,toreadasfollows:
160.2700.Forpurposesofsections160.2700to160.2725,"adulthighschool"means
2aschoolthat:
3 (1)Isforindividualswhodonothaveahighschooldiplomaandwhoare[twenty-
4one]eighteenyearsofageorolder;
5 (2)Offersanindustrycertificationprogramorprogramsandahighschooldiplomain
6amannerthatallowsstudentstoearnadiplomaatthesametimethattheyearnanindustry
7certification;
8 (3)Offerschildcareforchildrenofenrolledstudentsattendingtheschool;and
9 (4)Isnoteligibletoreceivefundingundersection160.415or163.031.
160.2705.1.ThedepartmentofsocialservicesshallauthorizeMissouri-based
2nonprofitorganizationsmeetingthecriteriaofthissectiontoestablishandoperateuptofive
3adulthighschools,with:
4 (1)Oneadulthighschooltobelocatedinacitynotwithinacounty;
5 (2)Oneadulthighschooltobelocatedinacountyofthethirdclassificationwithouta
6townshipformofgovernmentandwithmorethanforty-onethousandbutfewerthanforty-
7fivethousandinhabitantsoracountycontiguoustothatcounty;

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 8 (3)Oneadulthighschooltobelocatedinacountyofthefirstclassificationwith
9morethantwohundredsixtythousandbutfewerthanthreehundredthousandinhabitantsora
10countycontiguoustothatcounty;
11 (4)Oneadulthighschooltobelocatedinacountyofthefirstclassificationwith
12morethanonehundredfiftythousandbutfewerthantwohundredthousandinhabitants;and
13 (5)Oneadulthighschooltobelocatedinacountywithmorethansevenhundred
14thousandbutfewerthaneighthundredthousandinhabitants,oracontiguouscounty.
15 2.Thedepartmentofsocialservicesshalladministerfundingtoadulthighschools
16subjecttoappropriations.Thedepartmentshallberesponsibleforgrantingandmaintaining
17authorizationforadulthighschools.ForadulthighschoolsinoperationpriortoJanuary1,
182023,thedepartmentshallmaintainauthorizationforthenonprofitorganizationtooperatethe
19schools,subjecttocompliancewiththissection.Nomorethanoneorganizationshallbe
20authorizedtooperateanadulthighschoolateachlocationdescribedinsubsection1ofthis
21section.Anorganizationmayestablishsatellitecampusesforanyadulthighschoolitis
22authorizedtooperate.Thedepartmentshalladministerfundingforsatellitecampusessubject
23toappropriations.
24 3.OnorbeforeJanuary1,2024,thedepartmentofsocialservicesshallselectan
25eligibleMissouri-basednonprofitorganizationtooperateinalocationdescribedin
26subdivision(5)ofsubsection1ofthissection.Aneligibleorganizationshall:
27 (1)Demonstratetheabilitytoestablish,withintwenty-onemonthsofthereceiptof
28theauthorization,anadulthighschoolofferinghighschooldiplomas,anindustrycertification
29programorprograms,andchildcareforchildrenofthestudentsattendingthehighschools;
30 (2)Demonstratetheabilitytocommitatleastfivehundredthousanddollarsforthe
31purposeofestablishingthenecessaryinfrastructureattheadulthighschool;
32 (3)Demonstratesubstantialandpositiveexperienceinprovidingservices,including
33industrycertificationsandjobplacementservices,toadults[twenty-one] eighteenyearsof
34ageorolderwhoseeducationalandtrainingopportunitieshavebeenlimitedbyeducational
35disadvantages,disabilities,homelessness,criminalhistory,orsimilarcircumstances;
36 (4)Establishapartnershipwithastate-supportedpostsecondaryeducationinstitution
37ormorethanonesuchpartnership,ifapartnershiporpartnershipsarenecessaryinorderto
38meettherequirementsforanadulthighschool;
39 (5)Establishacomprehensiveplanthatsetsforthhowtheadulthighschoolswillhelp
40addresstheneedforasufficientlytrainedworkforceinthesurroundingregionforeachadult
41highschool;
42 (6)Establishpartnershipsandstrategiesforengagingthecommunityandbusiness
43leadersincarryingoutthegoalsofeachadulthighschool;

45programsthatsupporteachstudentinsuchstudent'sgoaltofindamorerewardingjob;
46 (8)Establishaplanforassistingstudentsinovercomingbarrierstoeducational
47successincluding,butnotlimitedto,educationaldisadvantages,homelessness,criminal
48history,disability,includinglearningdisabilitysuchasdyslexia,andsimilarcircumstances;
49 (9)Establishaprocessfordeterminingoutcomesoftheadulthighschool,including
50outcomesrelatedtoastudent'sabilitytofindamorerewardingjobthroughtheattainmentof
51ahighschooldiplomaandjobtrainingandcertification;and
52 (10)Limittheadministrativefeetonomorethantenpercent.
53 4.(1)Thedepartmentofelementaryandsecondaryeducationshallestablish
54academicrequirementsforstudentstoobtainhighschooldiplomas.
55 (2)Requirementsforahighschooldiplomashallbebasedonanadultstudent'sprior
56highschoolachievementandtheremainingcreditsandcourseworkthatwouldbenecessary
57forthestudenttoreceiveahighschooldiplomaifsuchstudentwereinatraditionalhigh
58schoolsetting.Theadultstudentshallmeettherequirementswiththesamelevelofacademic
59rigoraswouldotherwisebenecessarytoattainsuchcredits.
60 (3)Theadulthighschoolauthorizedunderthissectionshallawardhighschool
61diplomastostudentswhosuccessfullymeettheestablishedacademicrequirements.The
62adulthighschoolauthorizedunderthissectionshallconferthediplomaasthoughthestudent
63earnedthediplomaatatraditionalhighschool.Thediplomashallhavenodifferentiating
64marks,titles,orothersymbols.
65 (4)Studentsatadulthighschoolsmaycompleterequiredcourseworkattheirown
66paceandasavailablethroughtheadulthighschool.Theyshallnotberequiredtosatisfyany
67specificnumberofclassminutes.Theadulthighschoolmayalsomakeclassesavailableto
68studentsonlineasmaybeappropriate.However,studentsshallnotcompletethemajorityof
69instructionoftheschool'scurriculumonlineorthroughremoteinstruction.Forthepurposes
70ofthissubsection,synchronousinstructionconnectingstudentstoaliveclassconductedina
71Missouriadulthighschoolshallbetreatedthesameasin-personinstruction.
72 (5)Thedepartmentofelementaryandsecondaryeducationshallnotcreateadditional
73regulationsorburdensontheadulthighschoolorthestudentsattendingtheadulthigh
74schoolsbeyondcertifyingnecessarycreditsandensuringthatstudentshavesufficiently
75masteredthesubjectmattertomakethemeligibleforcredit.
76 5.Anadulthighschoolshallbedeemedasecondaryschoolsystemforthepurposes
77ofsubdivision[(15)] (16)ofsubsection1ofsection210.211.
160.2710.1.Anypersonwhois[twenty-one] eighteenyearsofageoroldermay
2enrollinanadulthighschoolifheorshehasnotearnedahighschooldiploma.
HCSHB32	3 3 2.Anadulthighschoolshallgiveapreferenceinadmissiontothosestudentswho
4receiveanylocal,state,orfederalassistanceinwhichapersonorfamilyisrequirednotto
5exceedacertainincomelevelinordertoqualifyfortheassistance.
6 3.Forthepurposesofcompilingandtrackingdropoutratesofalocaleducation
7agencybythedepartmentofelementaryandsecondaryeducation,astudent
8transferringfromalocaleducationagencytoanadulthighschoolshallbe
9consideredatransferstudentandnotadropoutstudentfromthelocaleducation
10agency.
