SectionA.Section160.522,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection160.522,toreadasfollows:
160.522.1.Thedepartmentofelementaryandsecondaryeducationshallproduceor
2causetobeproduced,atleastannually,aschoolaccountabilityreportcardforeachpublic
3schooldistrict,eachpublicschoolbuildinginaschooldistrict,andeachcharterschoolinthe
4state.Thereportcardshallbedesignedtosatisfystateandfederalrequirementsforthe
5disclosureofstatisticsaboutstudents,staff,finances,academicachievement,andother
6indicators.Thepurposeofthereportcardshallbetoprovideeducationalstatisticsand
7accountabilityinformationforparents,taxpayers,schoolpersonnel,legislators,andtheprint
8andbroadcastnewsmediainastandardized,easilyaccessibleform.
9 2.Thedepartmentofelementaryandsecondaryeducationshalldevelopastandard
10formfortheschoolaccountabilityreportcard.Theinformationreportedshallinclude,butnot
11belimitedto,thedistrict'smostrecentaccreditationrating,enrollment,ratesofpupil
12attendance,highschooldropoutrateandgraduationrate,thenumberandrateofsuspensions
13oftendaysorlongerandexpulsionsofpupils,thedistrictratioofstudentstoadministrators
14andstudentstoclassroomteachers,theaverageyearsofexperienceofprofessionalstaffand
15advanceddegreesearned,studentachievementasmeasuredthroughtheassessmentsystem
16developedpursuanttosection160.518,studentscoresontheACT,alongwiththepercentage
17ofgraduatestakingthetest,averageteachers'andadministrators'salariescomparedtothe

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18stateaverages,averageper-pupilcurrentexpendituresforthedistrictasawholeandby
19attendancecenterasreportedtothedepartmentofelementaryandsecondaryeducation,the
20adjustedtaxrateofthedistrict,assessedvaluationofthedistrict,percentofthedistrict
21operatingbudgetreceivedfromstate,federal,andlocalsources,thepercentofstudents
22eligibleforfreeorreduced-pricelunch,dataonthepercentofstudentscontinuingtheir
23educationinpostsecondaryprograms,informationaboutthejobplacementrateforstudents
24whocompletedistrictvocationaleducationprograms,whethertheschooldistrictcurrently
25hasastate-approvedgiftededucationprogram,andthepercentageandnumberofstudents
26whoarecurrentlybeingservedinthedistrict'sstate-approvedgiftededucationprogram.
27 3.Thereportcardshallpermitthedisclosureofdataonaschool-by-schoolbasis,but
28thereportingshallnotbepersonallyidentifiabletoanystudentoreducationprofessionalin
29thestate.
30 4.Thereportcardshallidentifyeachschoolorattendancecenterthathasbeen
31identifiedasapriorityschoolundersections160.720and161.092.Thereportalsoshall
32identifyattendancecentersthathavebeencategorizedunderfederallawasneeding
33improvementorrequiringspecificschoolimprovementstrategies.
34 5.Thereportcardshallnotlimitordiscourageothermethodsofpublicreportingand
35accountabilitybylocalschooldistricts.Districtsshallprovideinformationincludedinthe
36reportcardtoparents,communitymembers,theprintandbroadcastnewsmedia,and
37legislatorsbyDecemberfirstannuallyorassoonthereafterastheinformationisavailableto
38thedistrict,givingpreferencetomethodsthatincorporatethereportingintosubstantive
39officialcommunicationssuchasstudentreportcards.Theschooldistrictshallprovidea
40printedcopyofthedistrict-levelorschool-levelreportcardtoanypatronuponrequestand
41shallmakereasonableeffortstosupplybusinessessuchas,butnotlimitedto,realestateand
42employmentfirmswithcopiesorotherinformationaboutthereportssothatparentsand
43businessesfromoutsidethedistrictwhomaybecontemplatingrelocationhaveaccess.
44 6.Forpurposesofcompletinganddistributingtheannualreportcardasprescribedin
45thissection,aschooldistrictmayincludethedatafromacharterschoollocatedwithinsuch
46schooldistrict,providedthelocalboardofeducationorspecialadministrativeboardforsuch
47districtandthecharterschoolreachmutualagreementfortheinclusionofthedatafromthe
48charter[schools] schoolandthetermsofsuchagreementareapprovedbythestateboardof
49education.Thecharterschoolshallnotberequiredtobeapartofthelocaleducationalagency
50ofsuchschooldistrictandmaymaintainaseparatelocaleducationalagencystatus.
51 7.(1)Asusedinthissubsection,thefollowingtermsmean:
52 (a)"Department",thedepartmentofelementaryandsecondaryeducation;
53 (b)"Grade-levelequivalence",ametricdevelopedandusedbythedepartment
54toshowastudent'sproximitytodoinggrade-levelwork;
HB371	2 55 (c)"Parent",aparent,guardian,custodian,orotherpersonwithauthorityto
56actonbehalfofastudent.
57 (2)Grade-levelequivalence,asdevelopedandusedunderthissubsection,shall
58consistofastudent'sknowledgeofacademicsubjectsbygradelevelandperformance-
59leveldescriptorsindicatingwhethersuchstudentisreadyforthenextgrade,course,or
60levelofeducation.Thedepartmentshallestablishpanelstoreviewandrevisethe
61performance-leveldescriptorsforeachacademicsubjectandgradelevel.Such
62performance-leveldescriptorsshallconsistofthefollowing:
63 (a)Advanced,whichshallindicatethatsuchstudent:
64 a.Demonstratessuperiorperformanceonchallenginggrade-levelsubject
65matter;
66 b.Isabovesuchstudent'scurrentgradeorlevelofeducation;and
67 c.Isreadyfor,ataminimum,thenextgrade,course,orlevelofeducation;
68 (b)Proficient,whichshallindicatethatsuchstudent:
69 a.Demonstratesmasteryoverallappropriategrade-levelstandardsandhas
70introductory-levelknowledgeforthenextgrade,course,orlevelofeducation;
71 b.Maybeabovesuchstudent'scurrentgradeorlevelofeducationinsome
72areas;and
73 c.Isreadyforthenextgrade,course,orlevelofeducation;
74 (c)Gradelevel,whichshallindicatethatsuchstudent:
75 a.Demonstratesmasteryoverappropriategrade-levelsubjectmatter;
76 b.Isatsuchstudent'scurrentgradeorlevelofeducation;and
77 c.Maybeready,withappropriatereinforcement,forthenextgrade,course,or
78levelofeducation;
79 (d)Basic,whichshallindicatethatsuchstudent:
80 a.Demonstratespartialmasteryoftheessentialknowledgeandskills
81appropriatetosuchstudent'sgrade,course,orlevelofeducation;
82 b.Maynotbeatsuchstudent'scurrentgradeorlevelofeducation;and
83 c.Maynotbeready,withoutappropriateremediation,forthenextgrade,
84course,orlevelofeducation;and
85 (e)Belowbasic,whichshallindicatethatsuchstudent:
86 a.Hasfailedtoperform,ataminimum,atthelimitedknowledgelevelnecessary
87forsuchstudent'sgrade,course,orlevelofeducation;
88 b.Isnotatsuchstudent'scurrentgradeorlevelofeducation;and
89 c.Hasbeendeterminedtobeatthespecificlowergradeorlevelofeducation
90measuredbyandlistedinsuchstudent'sstatewideassessmentscore.
HB371	3 91 (3)Forthe2026-27schoolyearandallsubsequentschoolyears,theschool
92accountabilityreportcardshallincludeinformationabouteachstudent'sgrade-level
93equivalenceasfollows:
94 (a)Suchgrade-levelequivalenceshallbedeterminedatthesametimeeach
95student'sacademicperformanceismeasuredbythestatewideassessmentsystem
96developedundersection160.518;
97 (b)Suchgrade-levelequivalenceshallbeprovidedatthesametimesuch
98student'sstatewideassessmentscoreisreportedtosuchstudentorsuchstudent's
99parent;
100 (c)Datarelatedtograde-levelequivalenceshallbesearchableonabuilding-by-
101building,school-by-school,district-by-district,andstatewidebasisinthedepartment's
102electronicschoolaccountabilityreportcard;
103 (d)Datarelatedtograde-levelequivalenceshalldisplaythepercentageof
104studentswhoseperformance-leveldescriptorisgradeleveloraboveonabuilding-by-
105building,school-by-school,district-by-district,andstatewidebasis;and
106 (e)Nodatarelatedtograde-levelequivalenceshallbedisclosedinanyformthat
107allowsthepersonalidentificationofanystudenttoanyindividualorentityexceptsuch
108studentorsuchstudent'sparent.
