1414 3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
1515 4adoptionorrejection,thefollowingamendmenttoArticleXIVoftheConstitutionofthestate

1717 SectionA.Sections1and2,ArticleXIV,ConstitutionofMissouri,arerepealedand
1818 2twonewsectionsadoptedinlieuthereof,tobeknownasSections1and2,toreadasfollows:
1919 Section1.1.Purposes.
2020 2 Thissectionisintendedtopermitstate-licensedphysiciansandnursepractitionersto
2121 3recommendmarijuanaformedicalpurposestopatientswithseriousillnessesandmedical
2222 4conditions.Thesectionallowspatientswithqualifyingmedicalconditionstherightto
2323 5discussfreelywiththeirphysiciansandnursepractitionersthepossiblebenefitsofmedical
2424 6marijuanause,therightoftheirphysiciansandnursepractitionerstoprovideprofessional
2525 7adviceconcerningthesame,andtherighttousemedicalmarijuanafortreatmentunderthe
2626 8supervisionofaphysicianornursepractitioner.
2727 EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
2828 intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 9 ThissectionisintendedtomakeonlythosechangestoMissourilawsthatare

3636 17 (1)"Administer"meansthedirectapplicationofmarijuanatoaqualifyingpatientby

3838 19 (a)Ingestionofcapsules,teas,oils,andothermarijuana-infusedproducts;
3939 20 (b)Vaporizationorsmokingofdriedflowers,buds,plantmaterial,extracts,oils,and

4141 22 (c)Applicationofointmentsorbalms;
