11 | 11 | | Be it enacted by the General Assembly of the State of Missouri, as follows: |

12 | 12 | | Section A. Chapter 191, RSMo, is amended by adding ther eto 1 |

13 | 13 | | one new section, to be known as section 191.960, to read as 2 |
---|

15 | 15 | | 191.960. 1. This section shall be known and may be 1 |
---|
16 | 16 | | cited as the "Cancer Patients' Bill of Rights". 2 |
---|
17 | 17 | | 2. The department of health and senior services shall 3 |
---|
18 | 18 | | make the cancer patients' bill of rights readily available 4 |
---|
19 | 19 | | and easily accessible online. 5 |
---|
20 | 20 | | 3. The cancer patients' bill of rights shall be as 6 |
---|
21 | 21 | | follows: 7 |
---|
22 | 22 | | (1) Cancer patients shall have a right to understand 8 |
---|
23 | 23 | | fully their diagnoses and be informed about treatment 9 |
---|
24 | 24 | | options in culturally appropriate and understandable 10 |
---|
25 | 25 | | languages; 11 |
---|
26 | 26 | | (2) Cancer patients shall have a right to transparent 12 |
---|
27 | 27 | | and timely processes that ensure access to contracting 13 |
---|
28 | 28 | | oncology specialists, diagnostic testing, and accurate 14 |
---|
29 | 29 | | interpretations of those tests; 15 |
---|
30 | 30 | | (3) Cancer patients shall have a right to contracting 16 |
---|
31 | 31 | | cancer subspecialists who have expertise in the treatment of 17 |
---|
32 | 32 | | their subtypes of cancers when complex decisions are needed; 18 SB 263 2 |

33 | 33 | | (4) Cancer patients shall have a right to medical 19 |
---|
34 | 34 | | treatments for pain management and other services that 20 |
---|
35 | 35 | | support their overall health; 21 |
---|
36 | 36 | | (5) Cancer patients shall have the right to 22 |
---|
37 | 37 | | contracting National Cancer Institute -designated 23 |
---|
38 | 38 | | comprehensive cancer centers and leading academic medical 24 |
---|
39 | 39 | | centers for the management of complex cancers that require 25 |
---|
40 | 40 | | multiple experts of high -risk or emerging therapies; and 26 |
---|
41 | 41 | | (6) Cancer patients shall have a right to relevant 27 |
---|
42 | 42 | | clinical trials, medical research, and cutting -edge 28 |
---|
43 | 43 | | innovation, including evidence -supported precision medicine. 29 |
