88 To amend chapter 191, RSMo, by adding thereto one new section relating to the cancer patients'

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Chapter 191, RSMo, is amended by adding ther eto 1
1313 one new section, to be known as section 191.960, to read as 2
1414 follows:3
1515 191.960. 1. This section shall be known and may be 1
1616 cited as the "Cancer Patients' Bill of Rights". 2
1717 2. The department of health and senior services shall 3
1818 make the cancer patients' bill of rights readily available 4
1919 and easily accessible online. 5
2020 3. The cancer patients' bill of rights shall be as 6
2121 follows: 7
2222 (1) Cancer patients shall have a right to understand 8
2323 fully their diagnoses and be informed about treatment 9
2424 options in culturally appropriate and understandable 10
2525 languages; 11
2626 (2) Cancer patients shall have a right to transparent 12
2727 and timely processes that ensure access to contracting 13
2828 oncology specialists, diagnostic testing, and accurate 14
2929 interpretations of those tests; 15
3030 (3) Cancer patients shall have a right to contracting 16
3131 cancer subspecialists who have expertise in the treatment of 17
3232 their subtypes of cancers when complex decisions are needed; 18 SB 263 2
3333 (4) Cancer patients shall have a right to medical 19
3434 treatments for pain management and other services that 20
3535 support their overall health; 21
3636 (5) Cancer patients shall have the right to 22
3737 contracting National Cancer Institute -designated 23
3838 comprehensive cancer centers and leading academic medical 24
3939 centers for the management of complex cancers that require 25
4040 multiple experts of high -risk or emerging therapies; and 26
4141 (6) Cancer patients shall have a right to relevant 27
4242 clinical trials, medical research, and cutting -edge 28
4343 innovation, including evidence -supported precision medicine. 29
