AN ACT 
To amend chapter 191, RSMo, by adding thereto one new section relating to the cancer patients' 
bill of rights. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapter 191, RSMo, is amended by adding ther eto 1 
one new section, to be known as section 191.960, to read as 2 
follows:3 
     191.960.  1.  This section shall be known and may be 1 
cited as the "Cancer Patients' Bill of Rights". 2 
     2.  The department of health and senior services shall 3 
make the cancer patients' bill of rights readily available 4 
and easily accessible online. 5 
     3.  The cancer patients' bill of rights shall be as 6 
follows: 7 
     (1)  Cancer patients shall have a right to understand 8 
fully their diagnoses and be informed about treatment  9 
options in culturally appropriate and understandable 10 
languages; 11 
     (2)  Cancer patients shall have a right to transparent 12 
and timely processes that ensure access to contracting 13 
oncology specialists, diagnostic testing, and accurate 14 
interpretations of those tests; 15 
     (3)  Cancer patients shall have a right to contracting 16 
cancer subspecialists who have expertise in the treatment of 17 
their subtypes of cancers when complex decisions are needed; 18   SB 263 	2 
     (4)  Cancer patients shall have a right to medical 19 
treatments for pain management and other services that 20 
support their overall health; 21 
     (5)  Cancer patients shall have the right to 22 
contracting National Cancer Institute -designated  23 
comprehensive cancer centers and leading academic medical 24 
centers for the management of complex cancers that require 25 
multiple experts of high -risk or emerging therapies; and 26 
     (6)  Cancer patients shall have a right to relevant 27 
clinical trials, medical research, and cutting -edge  28 
innovation, including evidence -supported precision medicine. 29 

