AN ACT 
To repeal section 174.231, RSMo, and to enact in lieu thereof one new section relating to missions 
of institutions of higher education. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Section 174.23 1, RSMo, is repealed and one new 1 
section enacted in lieu thereof, to be known as section 174.231, 2 
to read as follows:3 
     174.231.  1.  On and after August 28, 2005, the 1 
institution formerly known as Missouri Southern State 2 
College located in Joplin, J asper County, shall be known as 3 
"Missouri Southern State University".  Missouri Southern  4 
State University is hereby designated and shall hereafter be 5 
operated as a statewide institution of international or 6 
global education, health and life sciences, an d immersive  7 
learning experiences .  The Missouri Southern State 8 
University is hereby designated a moderately selective 9 
institution which shall provide associate degree programs 10 
except as provided in subsection 2 of this section, 11 
baccalaureate degree pr ograms, and graduate degree programs 12 
pursuant to subdivisions (1) and (3) of subsection 2 of 13 
section 173.005.  The institution shall develop such 14 
academic support programs and public service activities it 15 
deems necessary and appropriate to establish in ternational  16 
or global education as a distinctive theme of its mission. 17   SB 279 	2 
     2.  As of July 1, 2008, Missouri Southern State 18 
University shall discontinue any and all associate degree 19 
programs unless the continuation of such associate degree 20 
programs is approved by the coordinating board for higher 21 
education pursuant to subdivision (1) of subsection 2 of 22 
section 173.005. 23 

