99 To amend chapter 386, RSMo, by adding thereto one new section relating to the reduction of

1212 Be it enacted by the General Assembly of the State of Missouri, as follows:
1313 Section A. Chapter 386, RSMo, is amended by adding t hereto 1
1414 one new section, to be known as section 386.897, to read as 2
1515 follows:3
1616 386.897. If any state agency develops a plan to reduce 1
1717 statewide emissions of carbon dioxide from electric 2
1818 generating facilities owned or operated by public utilities, 3
1919 as defined in section 386.020, the plan shall achieve the 4
2020 carbon dioxide reduction goal through electric generation 5
2121 from clean energy sources, with considerations for 6
2222 transmission and distribution, grid modernization, storage, 7
2323 energy demand, energy effic iency measures, and the latest 8
2424 technological advances to achieve the most cost -effective 9
2525 measures for the implementation of the plan. For purposes 10
2626 of this section, "clean energy" means energy derived from 11
2727 sunlight, wind, falling water, biomass, waste, landfill gas, 12
2828 municipal solid waste, wave motion, tides, geothermal power, 13
2929 and nuclear power, but does not include energy derived from 14
3030 coal, oil, or natural gas. 15
