AN ACT
To amend chapter 386, RSMo, by adding thereto one new section relating to the reduction of
carbon emissions.
Be it enacted by the General Assembly of the State of Missouri, as follows:
Section A. Chapter 386, RSMo, is amended by adding t hereto 1
one new section, to be known as section 386.897, to read as 2
follows:3
386.897. If any state agency develops a plan to reduce 1
statewide emissions of carbon dioxide from electric 2
generating facilities owned or operated by public utilities, 3
as defined in section 386.020, the plan shall achieve the 4
carbon dioxide reduction goal through electric generation 5
from clean energy sources, with considerations for 6
transmission and distribution, grid modernization, storage, 7
energy demand, energy effic iency measures, and the latest 8
technological advances to achieve the most cost -effective 9
measures for the implementation of the plan. For purposes 10
of this section, "clean energy" means energy derived from 11
sunlight, wind, falling water, biomass, waste, landfill gas, 12
municipal solid waste, wave motion, tides, geothermal power, 13
and nuclear power, but does not include energy derived from 14
coal, oil, or natural gas. 15
