Be it enacted by the General Assembly of the State of Missouri, as follows: Section A. Section 77.150, RSMo, is repealed and one new 1 section enacted in lieu thereof, to be known as section 77.150, 2 to read as follows:3 77.150. In addition to other powers, the mayor and 1 council of cities of the third class are hereby authorized 2 and empowered to acquire by gift, devise, purchase or 3 condemnation, within such cities or within a mile thereof, 4 such real and personal property as may be necessary or 5 desirable for the purpose of the erection or construction of 6 dams, lake and flood protection systems, bathhouses, 7 therapeutic bathhouses, mineral water vending houses and in 8 connection therewith, auditoriums and lecture rooms an d for 9 the laying of pipelines for the distribution of mineral 10 waters and to so acquire, improve and operate mineral 11 springs and wells, and to construct all necessary and 12 appropriate buildings and works therefor, and to do any and 13 all things necessary to maintain and operate said properties 14 so acquired and constructed as a self -liquidating revenue 15 producing public project, and for that purpose to lease or 16 convey the same[; provided such properties shall be so 17 acquired, constructed and thereafter mai ntained and operated 18 SB 776 2 without increasing the indebtedness of such city and shall 19 not be paid for, maintained or operated by taxes, either 20 general or special]. 21
