9 | 9 | | Whereas, the recent global pandemic, hostilities in |

10 | 10 | | Europe, and efforts by the People's Republic of China to |

11 | 11 | | gain dominance over global supply chains have demonstrated |
---|
12 | 12 | | the critical importance of maintaining resilient domestic |
---|
13 | 13 | | industries and transportation services to the citizens and |
---|
14 | 14 | | workforce of Missouri; and |
---|
15 | 15 | | Whereas, the Merchant Marine Act of 1920, known as the |
---|
16 | 16 | | Jones Act and codified in Title 46 of the United States |
---|
17 | 17 | | Code, requires that vessels carrying cargo between locations |
---|
18 | 18 | | in the United States be owned by American companies, crewed |
---|
19 | 19 | | by American mariners, and built i n American shipyards; and |
---|
20 | 20 | | Whereas, the United States' ability to project and |
---|
21 | 21 | | deploy forces globally, and supply and maintain military |
---|
22 | 22 | | installations domestically, depends on the civilian fleet of |
---|
23 | 23 | | Jones Act vessels and mariners; and |
---|
24 | 24 | | Whereas, mariners aboard Jones Act vessels strengthen |
---|
25 | 25 | | America’s homeland security as added eyes and ears |
---|
26 | 26 | | monitoring the nation’s 95,000 miles of shoreline and 25,000 |
---|
27 | 27 | | miles of navigable inland waterways; and |
---|
28 | 28 | | Whereas, Missouri is home to 8,790 maritime jobs |
---|
29 | 29 | | supported by the Jones Act that generate $503.8 million in |
---|
30 | 30 | | labor income; and |
---|
31 | 31 | | Whereas, maritime industry jobs create ladders of |
---|
32 | 32 | | opportunity for Missourians through high -paying, family-wage |

34 | 34 | | careers that offer significant career advancement without |

35 | 35 | | requiring collegiate degrees and extensive student loans; and |

36 | 36 | | Whereas, the more than 40,000 vessel strong Jones Act |

37 | 37 | | fleet supports nearly 650,000 family -wage jobs and over $154 |
---|
38 | 38 | | billion in economic output nationally and $1.8 billion to |

39 | 39 | | the Missouri economy: |

40 | 40 | | Now, Therefore, Be It Resolved that the members of the |

41 | 41 | | Missouri Senate, One Hundred and Third General Assembly, |
---|
42 | 42 | | First Regular Session, the House of Representatives |
---|
43 | 43 | | concurring therein, hereby affirm their resolute support for |
---|
44 | 44 | | the Jones Act and celebrates the Jones Act's central role in |
---|
45 | 45 | | fostering a strong domestic maritime industry that is |
---|
46 | 46 | | critical to Missouri's and the nation’s economic prosperity |
---|
47 | 47 | | and national security; and |
---|
48 | 48 | | Be It Further Resolved that properly inscribed copies |
---|
49 | 49 | | of this resolution be immediately transmitted by the |
---|
50 | 50 | | Secretary of the Senate to each member of the Missouri |
---|
51 | 51 | | Congressional Delegation. |
