88 Submitting to the qualified voters of Missouri, an amendment to article III of the Constitution of
99 Missouri, by adding thereto three new sections relating to offenses involving federal

1212 Be it resolved by the Senate, the House of Representatives concurring therein:
1313 That at the next general election to be held in the 1
1414 state of Missouri, on Tuesday next following the first Monday 2
1515 in November, 2026, or at a special election to be called by 3
1616 the governor for that purp ose, there is hereby submitted to 4
1717 the qualified voters of this state, for adoption or 5
1818 rejection, the following amendment to article III of the 6
1919 Constitution of the state of Missouri:7
2020 Section A. Article III, Constitution of Missouri, is 1
2121 amended by adding thereto three new sections, to be known as 2
2222 sections 38(e), 38(f), and 38(g), to read as follows:3
2323 Section 38(e). Nothing in this constitution or the 1
2424 laws of this state may be construed to establish a right to 2
2525 possess or distribute child pornography in violation of 3
2626 federal law or engage in any criminal racketeering activity 4
2727 as defined by federal law, notwithstanding any other 5
2828 provision in this constitution or the laws of this state. 6
2929 Section 38(f). The General Assembly and all local and 1
3030 municipal governments in this state shall have the power to 2
3131 outlaw and punish the possession and distribution of child 3
3232 pornography and any criminal racketeering activity as 4 SJR 26 2
3333 defined by federal law, notwithstanding any other provisio n 5
3434 in this constitution or the laws of this state. 6
3535 Section 38(g). Any person has standing to bring suit 1
3636 against any individual who violates federal law relating to 2
3737 child pornography or any criminal racketeering activity as 3
3838 defined by federal law and courts shall award injunctive 4
3939 relief and reasonable attorney's fees to any prevailing 5
4040 plaintiff in such suit. 6
