88 Submitting to the qualified voters of Missouri, an amendment repealing sections 2(b) and 3(c) of
99 article XII of the Constitution of Missouri, and adopting four new sections in lieu
1010 thereof relating to constitutional amendments.

1212 Be it resolved by the Senate, the House of Representatives concurring therein:
1313 That at the next general election to be held in the 1
1414 state of Missouri, on Tuesday next following the first Monday 2
1515 in November, 2026, or at a special election to be called by 3
1616 the governor for that purpose, there is hereby submitted to 4
1717 the qualified voters of this state, for adoption or 5
1818 rejection, the following amendment to article XII of the 6
1919 Constitution of the state of Missouri:7
2020 Section A. Sections 2( b) and 3(c), article XII, 1
2121 Constitution of Missouri, are repealed and four new sections 2
2222 adopted in lieu thereof, to be known as sections 2(b), 2(c), 3
2323 2(d), and 3(c), to read as follows:4
2424 Section 2(b). All amendments proposed by the general 1
2525 assembly or by the initiative shall be submitted to the 2
2626 electors for their approval or rejection by official ballot 3
2727 title as may be provided by law, on a separate ballot 4
2828 without party designation, at the next general election, or 5
2929 at a special election called by t he governor prior thereto, 6
3030 at which he may submit any of the amendments. No such 7
3131 proposed amendment shall contain more than one amended and 8
3232 revised article of this constitution, or one new article 9 SJR 30 2
3333 which shall not contain more than one subject and matt ers 10
3434 properly connected therewith. If possible, each proposed 11
3535 amendment shall be published once a week for two consecutive 12
3636 weeks in two newspapers of different political faith in each 13
3737 county, the last publication to be not more than thirty nor 14
3838 less than fifteen days next preceding the election. If 15
3939 there be but one newspaper in any county, publication for 16
4040 four consecutive weeks shall be made. For any amendment 17
4141 submitted to the voters by the general assembly, if a 18
4242 majority of the votes cast thereon is in favor of any 19
4343 amendment, the same shall take effect at the end of thirty 20
4444 days after the election. For any amendment submitted to the 21
4545 voters by the initiative, if a majority of the votes cast 22
4646 thereon statewide and also a majority of the votes cas t 23
4747 thereon in each of more than half of the congressional 24
4848 districts in the state is in favor of the amendment, the 25
4949 same shall take effect at the end of thirty days after the 26
5050 election, notwithstanding the provisions of article III, 27
5151 section 51 of this co nstitution to the contrary. More than 28
5252 one amendment at the same election shall be so submitted as 29
5353 to enable the electors to vote on each amendment separately. 30
5454 Section 2(c). It shall be unlawful for: 1
5555 (1) A government of a forei gn country or a foreign 2
5656 political party to sponsor an initiative petition proposing 3
5757 an amendment to this constitution; 4
5858 (2) A government of a foreign country or a foreign 5
5959 political party to directly or indirectly make: 6
6060 (a) A contribution or donation of money or other thing 7
6161 of value, or make an express or implied promise to make a 8
6262 contribution or donation, in connection with an election on 9
6363 a proposed amendment to this constitution; 10 SJR 30 3
6464 (b) A contribution or donation to a political 11
6565 committee or a political party favoring or opposing a 12
6666 proposed amendment to this constitution; or 13
6767 (c) An expenditure, independent expenditure, or 14
6868 disbursement for an electioneering communication whether 15
6969 print, broadcast, or digital media, or otherwise, r elated to 16
7070 a proposed amendment to this constitution; or 17
7171 (3) A person to solicit, accept, or receive a 18
7272 contribution or donation from a government of a foreign 19
7373 country or a foreign political party in connection with a 20
7474 proposed amendment to this con stitution. 21
7575 Section 2(d). Legal voters in each congressional 1
7676 district shall have the opportunity to review and comment 2
7777 upon all initiative petitions proposing amendments to the 3
7878 constitution following the filing of the petition with th e 4
7979 secretary of state and not less than fifteen days before the 5
8080 measure appears on the ballot. Such review and comment 6
8181 process shall be administered by the secretary of state in a 7
8282 public forum. 8
8383 Section 3(c). Any proposed constitutio n or 1
8484 constitutional amendment adopted by the convention shall be 2
8585 submitted to a vote of the electors of the state at such 3
8686 time, in such manner and containing such separate and 4
8787 alternative propositions and on such official ballot as may 5
8888 be provided by the convention, at a special election not 6
8989 less than sixty days nor more than six months after the 7
9090 adjournment of the convention. Upon the approval of the 8
9191 constitution or constitutional amendments by a majority of 9
9292 the votes cast thereon statewide and a lso a majority of 10
9393 votes cast thereon in each of more than half of the 11
9494 congressional districts in the state, the same shall take 12 SJR 30 4
9595 effect at the end of thirty days after the election. The 13
9696 result of the election shall be proclaimed by the governor. 14
9797 Section B. Pursuant to chapter 116, and other 1
9898 applicable constitutional provisions and laws of this state 2
9999 allowing the general assembly to adopt ballot language for 3
100100 the submission of this joint resolution to the voters of 4
101101 this state, the official summary statement of this 5
102102 resolution shall be as follows: 6
103103 "Shall the Missouri Constitution be amended to: 7
104104 ● Forbid foreign countries from funding 8
105105 constitutional amendments; 9
106106 ● Require review of proposed constitutional 10
107107 amendment initiatives by voters in each 11
108108 congressional district; and 12
109109 ● Pass constitutional amendments proposed by 13
110110 initiative or convention by a majority vote both 14
111111 statewide and in a majority of congressional 15
112112 districts?". 16
