1414 AN ACT TO ESTABLISH AN INDEPENDENT BIPARTISAN COMMITTEE TO STUDY 2
1515 THE MODERNIZATION OF THE STATE 'S CURRENT TRAVEL ALLOWANCES FOR 3
1616 STATE OFFICERS, EMPLOYEES, TEACHERS, AND MEMBERS OF BOARDS, 4
1717 COMMISSIONS, AND THE GENERAL ASSEMBLY BY ADJUSTING THE AMOUNTS 5
1818 BASED ON FEDERAL GUIDELINES. 6
1919 The General Assembly of North Carolina enacts: 7
2020 SECTION 1. Establishment. – (a) The Committee shall consist of seven members, 8
2121 appointed as follows: 9
2222 (1) Two members appointed by the Speaker of the House of Representatives as 10
2323 follows: 11
2424 a. One member appointed from two candidates submitted for 12
2525 consideration by the Majority Leader of the House of Representatives. 13
2626 b. One member appointed from two candidates submitted for 14
2727 consideration by the Minority Leader of the House of Representatives. 15
2828 (2) Two members appointed by the President Pro Tempore of the Senate as 16
2929 follows: 17
3030 a. One member appointed from two candidates submitted for 18
3131 consideration by the Majority Leader of the Senate. 19
3232 b. One member appointed from two candidates submitted for 20
3333 consideration by the Minority Leader of the Senate. 21
3434 (3) Three members appointed by the Governor. 22
3535 In the appointment of the members to the Committee, consideration may be given to 23
3636 an individual's current or previous employment, profession, or affiliations, or knowledge or 24
3737 expertise that may be relevant to the Committee's study. 25
3838 (b) The Governor shall call for the first Committee meeting no later than 30 days after 26
3939 this act is effective. The members of the Committee shall appoint a chair. The Committee shall 27
4040 meet upon the call of the chair. A quorum of the Committee shall be a majority of the Committee 28
4141 members. 29
4242 SECTION 2. Duties. – The Committee shall study and make recommendations on 30
4343 adjusting the State's current travel allowances for State officers, employees, teachers, and 31
4444 members of boards, commissions, and the General Assembly. As part of its study, the Committee 32
4545 shall consider the following: 33
4646 (1) History of the State's travel allowances and per diem and mileage rates. 34

49-(3) Consultations with individuals in the following fields and industries: 1
50-a. Hospitality industry, specifically food and lodging. 2
51-b. Accounting. 3
52-c. Human Resources. 4
53-d. Personnel Management. 5
54-e. Education. 6
55-(4) Any matters the Committee deems relevant and instructive. 7
56-The Committee may establish subcommittees to carry out the duties of the 8
57-Committee. 9
58-SECTION 3. Report. – The Committee shall report its findings and 10
59-recommendations to the Joint Legislative Commission on Governmental Operations no later than 11
60-March 15, 2026. The Committee shall terminate upon the submission of its report or on March 12
61-15, 2026, whichever occurs first. 13
62-SECTION 4. This act is effective when it becomes law. 14
