A BILL TO BE ENTITLED 1 
AN ACT TO ESTABLISH AN INDEPENDENT BIPAR TISAN COMMITTEE TO STUDY 2 
THE MODERNIZATION OF THE STATE'S CURRENT TRAVEL ALLOWANCES F OR 3 
STATE OFFICERS, EMPL OYEES, TEACHERS, AND MEMBERS OF BOARDS, 4 
COMMISSIONS, AND THE GENERAL ASSEMBLY BY ADJUSTING THE AMOUNT S 5 
BASED ON FEDERAL GUIDELINES. 6 
The General Assembly of North Carolina enacts: 7 
SECTION 1. Establishment. – (a) The Committee shall consist of seven members, 8 
appointed as follows: 9 
(1) Two members appointed by the Speaker of the House of Representatives as 10 
follows: 11 
a. One member appointed from two candidates submitted for 12 
consideration by the Majority Leader of the House of Representatives. 13 
b. One member appointed from two candidates submitted for 14 
consideration by the Minority Leader of the House of Representatives. 15 
(2) Two members appointed by the President Pro Tempore of the Senate as 16 
follows: 17 
a. One member appointed from two candidates submitted for 18 
consideration by the Majority Leader of the Senate. 19 
b. One member appointed from two candidates submitted for 20 
consideration by the Minority Leader of the Senate. 21 
(3) Three members appointed by the Governor. 22 
In the appointment of the members to the Committee, consideration may be given to 23 
an individual's current or previous employment, profession, or affiliations, or knowledge or 24 
expertise that may be relevant to the Committee's study. 25 
(b) The Governor shall call for the first Committee meeting no later than 30 days after 26 
this act is effective. The members of the Committee shall appoint a chair. The Committee shall 27 
meet upon the call of the chair. A quorum of the Committee shall be a majority of the Committee 28 
members. 29 
SECTION 2. Duties. – The Committee shall study and make recommendations on 30 
adjusting the State's current travel allowances for State officers, employees, teachers, and 31 
members of boards, commissions, and the General Assembly. As part of its study, the Committee 32 
shall consider the following: 33 
(1) History of the State's travel allowances and per diem and mileage rates. 34 
(2) Federal reimbursement rates. 35  General Assembly Of North Carolina 	Session 2025

(3) Consultations with individuals in the following fields and industries: 1 
a. Hospitality industry, specifically food and lodging. 2 
b. Accounting. 3 
c. Human Resources. 4 
d. Personnel Management. 5 
e. Education. 6 
(4) Any matters the Committee deems relevant and instructive. 7 
The Committee may establish subcommittees to carry out the duties of the 8 
Committee. 9 
SECTION 3. Report. – The Committee shall report its findings and 10 
recommendations to the Joint Legislative Commission on Governmental Operations no later than 11 
March 15, 2026. The Committee shall terminate upon the submission of its report or on March 12 
15, 2026, whichever occurs first. 13 
SECTION 4. This act is effective when it becomes law. 14
