| 23 | 25 | | Whereas, Article V of the Constitution of the United States authorizes a process to 12 |

| 24 | 26 | | propose amendments to the United States Constitution through a convention of the states to place 13 |

| 25 | 27 | | clear restraints on these and related abuses of power; Now, therefore, 14 |

| 26 | 28 | | Be it resolved by the House of Representatives, the Senate concurring: 15 |

| 27 | 29 | | SECTION 1. The legislature of the State of North Carolina hereby applies to 16 |

| 28 | 30 | | Congress, under the provisions of Article V of the Constitution of the United States, for the 17 |
|---|
| 29 | 31 | | calling of a convention of the states limited to proposing amendments to the United States 18 |
|---|
| 30 | 32 | | Constitution that impose fiscal restraints on the federal government, limit the power and 19 |
|---|
| 31 | 33 | | jurisdiction of the federal government, and limit the terms of office for its officials and for 20 |
|---|
| 32 | 34 | | members of Congress. 21 |

| 33 | 35 | | SECTION 2. This application constitutes a continuing application in accordance 22 |

| 34 | 36 | | with Article V of the Constitution of the United States until the legislatures of at least two-thirds 23 |

| 35 | 37 | | of the several states have made applications on the same subject. 24 |

| 36 | 38 | | SECTION 3. The Secretary of State shall transmit copies of this application to the 25 |

| 37 | 39 | | President of the United States, the Secretary of the United States Senate, the Speaker and Clerk 26 |
