Referred to: Judiciary 1, if favorable, Rules, Calendar, and Operations of the House March 13, 2025 *H379 -v-1* A JOINT RESOLUTION APPLYING TO CONGRESS FOR AN ARTICLE V CONVENTION 1 OF THE STATES WITH THE PURPOSE OF PROPOSING AMENDMENTS TO TH E 2 UNITED STATES CONSTITUTION. 3 Whereas, the founders of the United States Constitution empowered state legislators 4 to be guardians against actual or potential abuses of power by the federal government; and 5 Whereas, the federal government has increasingly usurped legitimate roles of the 6 states; and 7 Whereas, the federal government has created a crushing national debt through 8 unsustainable budgeting and spending; and 9 Whereas, it is the solemn duty of the states to protect freedom and opportunity for our 10 citizens, including the generations to come; and 11 Whereas, Article V of the Constitution of the United States authorizes a process to 12 propose amendments to the United States Constitution through a convention of the states to place 13 clear restraints on these and related abuses of power; Now, therefore, 14 Be it resolved by the House of Representatives, the Senate concurring: 15 SECTION 1. The legislature of the State of North Carolina hereby applies to 16 Congress, under the provisions of Article V of the Constitution of the United States, for the 17 calling of a convention of the states limited to proposing amendments to the United States 18 Constitution that impose fiscal restraints on the federal government, limit the power and 19 jurisdiction of the federal government, and limit the terms of office for its officials and for 20 members of Congress. 21 SECTION 2. This application constitutes a continuing application in accordance 22 with Article V of the Constitution of the United States until the legislatures of at least two-thirds 23 of the several states have made applications on the same subject. 24 SECTION 3. The Secretary of State shall transmit copies of this application to the 25 President of the United States, the Secretary of the United States Senate, the Speaker and Clerk 26 of the United States House of Representatives, the members of North Carolina's congressional 27 delegation, and the presiding officers of all state legislatures in the several states requesting their 28 cooperation. 29 SECTION 4. This resolution is effective upon ratification. 30
