1414 AN ACT TO ENACT THE MOTORCYCLE ROAD GUARD SAFETY ACT. 2
1515 The General Assembly of North Carolina enacts: 3
1616 SECTION 1. G.S. 20‑114.1 is amended by adding a new subsection to read: 4
1717 "(e) A person holding a motorcycle road guard certificate issued under G.S. 20-114.2 may 5
1818 direct traffic while escorting a motorcycle group if the person meets the safety and equipment 6
1919 standards for operating under the certificate; has notified each city through which the motorcycle 7
2020 group is proceeding; and has obtained consent from the chief of police of that city." 8
2121 SECTION 2. Article 3 of Chapter 20 of the General Statutes is amended by adding 9
2222 a new section to read: 10
2323 "§ 20-114.2. Motorcycle road guard certificate. 11
2424 (a) No person may direct traffic as a motorcycle road guard under G.S. 20-114.1(e) 12
2525 without a valid motorcycle road guard certificate issued in accordance with this section. 13
2626 (b) A person who is at least 18 years of age and has a valid drivers license may obtain a 14
2727 motorcycle road guard certificate upon successful completion of a motorcycle road guard 15
2828 certification course developed by the Division and by meeting any other requirements of the 16
2929 Division. 17
3030 (c) In the course of directing traffic, a motorcycle road guard shall comply with all safety 18
3131 and equipment standards required by the Division." 19
3232 SECTION 3. The Division of Motor Vehicles shall adopt rules to carry out the 20
3333 provisions of this act. 21
3434 SECTION 4. This act becomes effective December 1, 2025. 22
