GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 2025 H 1 HOUSE BILL 516 Short Title: Motorcycle Road Guard Safety Act. Referred to: Transportation, if favorable, Rules, Calendar, and Operations of the House March 26, 2025 *H516 -v-1* A BILL TO BE ENTITLED 1 AN ACT TO ENACT THE MOTORCYCLE ROAD GUAR D SAFETY ACT. 2 The General Assembly of North Carolina enacts: 3 SECTION 1. G.S. 20‑114.1 is amended by adding a new subsection to read: 4 "(e) A person holding a motorcycle road guard certificate issued under G.S. 20-114.2 may 5 direct traffic while escorting a motorcycle group if the person meets the safety and equipment 6 standards for operating under the certificate; has notified each city through which the motorcycle 7 group is proceeding; and has obtained consent from the chief of police of that city." 8 SECTION 2. Article 3 of Chapter 20 of the General Statutes is amended by adding 9 a new section to read: 10 "§ 20-114.2. Motorcycle road guard certificate. 11 (a) No person may direct traffic as a motorcycle road guard under G.S. 20-114.1(e) 12 without a valid motorcycle road guard certificate issued in accordance with this section. 13 (b) A person who is at least 18 years of age and has a valid drivers license may obtain a 14 motorcycle road guard certificate upon successful completion of a motorcycle road guard 15 certification course developed by the Division and by meeting any other requirements of the 16 Division. 17 (c) In the course of directing traffic, a motorcycle road guard shall comply with all safety 18 and equipment standards required by the Division." 19 SECTION 3. The Division of Motor Vehicles shall adopt rules to carry out the 20 provisions of this act. 21 SECTION 4. This act becomes effective December 1, 2025. 22
