15	14		AN ACT TO REQUIRE THE PLACEMENT OF AUTOMATIC EXTERNAL 2
16	15		DEFIBRILLATORS (AEDS) IN SCHOOLS AND TO PROVIDE TRAINING FOR 3
17	16		SCHOOL PERSONNEL ON THE USE OF AEDS AND CPR. 4
18	17		The General Assembly of North Carolina enacts: 5
19	18		SECTION 1. G.S. 115C-12 is amended by adding a new subdivision to read: 6
20	19		"(50) Duty to Adopt Rules for Automatic External Defibrillators (AEDs). – The 7
21	20		State Board of Education shall adopt rules for the installation, use, and 8
22	21		maintenance of AEDs in public school units. At a minimum, the rules shall 9
23	22		include provisions for the following: 10
24	23		a. Installation and placement of at least two AEDs in each school in a 11
25	24		public school unit, with one AED being placed in a location identified 12
26	25		by the State Board and one being placed in the school athletic facility 13
27	26		or area. 14
28	27		b. Implementation of an appropriate training course for public school 15
29	28		personnel in the use of AEDs, including the role of cardiopulmonary 16
30	29		resuscitation (CPR) and first aid. 17
31	30		c. Proper maintenance and testing of the AEDs. 18
32	31		d. Coordination with appropriate licensed professionals in the oversight 19
33	32		of training on the AEDs. 20
34	33		e. Coordination with local emergency medical systems regarding the 21
35	34		placement of AEDs in school buildings." 22
36	35		SECTION 2.(a) G.S. 115C-47 is amended by adding a new subdivision to read: 23
37	36		"(70) Use of Automatic External Defibrillators (AEDs). – Local boards of education 24
38	37		shall develop policies for the installation, maintenance, and use of AEDs in 25
39	38		accordance with rules developed by the State Board of Education pursuant to 26
40	39		G.S. 115C-12(50)." 27
41	40		SECTION 2.(b) G.S. 115C-150.12C is amended by adding a new subdivision to 28
42	41		read: 29
43	42		"(37) Use of automatic external defibrillators (AEDs). – The board of trustees shall 30
44	43		develop policies for the installation, maintenance, and use of AEDs in 31
45	44		accordance with rules developed by the State Board of Education pursuant to 32
46	45		G.S. 115C-12(50)." 33

49	51		"(p) Use of Automatic External Defibrillators (AEDs). – Charter schools shall develop 1
50	52		policies for the installation, maintenance, and use of AEDs in accordance with rules developed 2
51	53		by the State Board of Education pursuant to G.S. 115C-12(50)." 3
52	54		SECTION 2.(d) G.S. 115C-238.66 is amended by adding a new subdivision to read: 4
53	55		"(23) Use of automatic external defibrillators (AEDs). – Regional schools shall 5
54	56		develop policies for the installation, maintenance, and use of AEDs in 6
55	57		accordance with rules developed by the State Board of Education pursuant to 7
56	58		G.S. 115C-12(50)." 8
57	59		SECTION 2.(e) G.S. 116-11 is amended by adding a new subdivision to read: 9
58	60		"(15) The Board of Governors shall develop policies for all public secondary 10
59	61		schools under the Board's jurisdiction for the installation, maintenance, and 11
60	62		use of automatic external defibrillators (AEDs) in accordance with rules 12
61	63		developed by the State Board of Education pursuant to G.S. 115C-12(50)." 13
62	64		SECTION 3. The governing body of a public school unit shall use the funds 14
63	65		appropriated to it pursuant to G.S. 115C-452 for the purchase, installation, maintenance, and 15
64	66		training on the use of Automatic External Defibrillators, as required by this act. 16
65	67		SECTION 4. This act is effective when it becomes law and applies beginning with 17
66	68		the 2025-2026 school year. 18
