A BILL TO BE ENTITLED 1 
AN ACT TO REQUIRE TH E PLACEMENT OF AUTOM ATIC EXTERNAL 2 
DEFIBRILLATORS (AEDS) IN SCHOOLS AND TO PROVIDE TRAINING FOR 3 
SCHOOL PERSONNEL ON THE USE OF AEDS AND CPR. 4 
The General Assembly of North Carolina enacts: 5 
SECTION 1. G.S. 115C-12 is amended by adding a new subdivision to read: 6 
"(50) Duty to Adopt Rules for Automatic External Defibrillators (AEDs). – The 7 
State Board of Education shall adopt rules for the installation, use, and 8 
maintenance of AEDs in public school units. At a minimum, the rules shall 9 
include provisions for the following: 10 
a. Installation and placement of at least two AEDs in each school in a 11 
public school unit, with one AED being placed in a location identified 12 
by the State Board and one being placed in the school athletic facility 13 
or area. 14 
b. Implementation of an appropriate training course for public school 15 
personnel in the use of AEDs, including the role of cardiopulmonary 16 
resuscitation (CPR) and first aid. 17 
c. Proper maintenance and testing of the AEDs. 18 
d. Coordination with appropriate licensed professionals in the oversight 19 
of training on the AEDs. 20 
e. Coordination with local emergency medical systems regarding the 21 
placement of AEDs in school buildings." 22 
SECTION 2.(a) G.S. 115C-47 is amended by adding a new subdivision to read: 23 
"(70) Use of Automatic External Defibrillators (AEDs). – Local boards of education 24 
shall develop policies for the installation, maintenance, and use of AEDs in 25 
accordance with rules developed by the State Board of Education pursuant to 26 
G.S. 115C-12(50)." 27 
SECTION 2.(b) G.S. 115C-150.12C is amended by adding a new subdivision to 28 
read: 29 
"(37) Use of automatic external defibrillators (AEDs). – The board of trustees shall 30 
develop policies for the installation, maintenance, and use of AEDs in 31 
accordance with rules developed by the State Board of Education pursuant to 32 
G.S. 115C-12(50)." 33 
SECTION 2.(c) G.S. 115C-218.75 is amended by adding a new subsection to read: 34  General Assembly Of North Carolina 	Session 2025

"(p) Use of Automatic External Defibrillators (AEDs). – Charter schools shall develop 1 
policies for the installation, maintenance, and use of AEDs in accordance with rules developed 2 
by the State Board of Education pursuant to G.S. 115C-12(50)." 3 
SECTION 2.(d) G.S. 115C-238.66 is amended by adding a new subdivision to read: 4 
"(23) Use of automatic external defibrillators (AEDs). – Regional schools shall 5 
develop policies for the installation, maintenance, and use of AEDs in 6 
accordance with rules developed by the State Board of Education pursuant to 7 
G.S. 115C-12(50)." 8 
SECTION 2.(e) G.S. 116-11 is amended by adding a new subdivision to read: 9 
"(15) The Board of Governors shall develop policies for all public secondary 10 
schools under the Board's jurisdiction for the installation, maintenance, and 11 
use of automatic external defibrillators (AEDs) in accordance with rules 12 
developed by the State Board of Education pursuant to G.S. 115C-12(50)." 13 
SECTION 3. The governing body of a public school unit shall use the funds 14 
appropriated to it pursuant to G.S. 115C-452 for the purchase, installation, maintenance, and 15 
training on the use of Automatic External Defibrillators, as required by this act. 16 
SECTION 4. This act is effective when it becomes law and applies beginning with 17 
the 2025-2026 school year. 18
