1414 AN ACT TO CREATE THE NC-FEDERAL ALIGNMENT FOR CRITICAL 2
1515 TECHNOLOGIES TASK FORCE (NC -FACT) WITHIN THE DEPARTMENT OF 3
1616 COMMERCE AND TO REQUIRE THAT TASK FORCE TO STUDY WAYS TO FOSTER 4
1717 AND PROMOTE SCIENCE , TECHNOLOGY, AND INNOVATION IN THE STATE. 5
1818 The General Assembly of North Carolina enacts: 6
1919 SECTION 1.(a) There is established the NC-Federal Alignment for Critical 7
2020 Technologies Task Force (Task Force) within the Department of Commerce, Office of Science, 8
2121 Technology & Innovation (Office). The Task Force shall consist of members of the Office and, 9
2222 at the discretion of the Office, may consist of members of constituent institutions of The 10
2323 University of North Carolina and the private sector. 11
2424 SECTION 1.(b) The Task Force established under subsection (a) of this section shall 12
2525 have the following duties: 13
2626 (1) Research ways to increase collaboration among State, federal, and private 14
2727 entities involved in the promotion of science, technology, and innovation in 15
2828 the State. 16
2929 (2) Research ways to streamline State, federal, and private resources to promote 17
3030 the science and technology industries in the State. 18
3131 (3) Develop short-, mid-, and long-term economic development-related strategies 19
3232 and recommendations to increase the patronage and prevalence of the science 20
3333 and technology industries in the State, with particular emphasis on attracting 21
3434 out-of-state investment into the State. 22
3535 (4) Perform any other studies, evaluations, or determinations the Task Force 23
3636 considers necessary. 24
3737 SECTION 1.(c) No later than April 1 of each year, the Task Force shall submit a 25
3838 report with its findings and recommendations to the Joint Legislative Economic Development 26
3939 and Global Engagement Oversight Committee. These findings and recommendations shall 27
4040 include specific, concrete, and actionable steps to be undertaken by the State and upon which the 28
4141 General Assembly could act. 29
4242 SECTION 2. This act is effective when it becomes law. 30
