Referred to: Rules, Calendar, and Operations of the House April 3, 2025 *H724 -v-1* A BILL TO BE ENTITLED 1 AN ACT TO CREATE THE NC-FEDERAL ALIGNMEN T FOR CRITICAL 2 TECHNOLOGIES TASK FO RCE (NC-FACT) WITHIN THE DEPARTMENT OF 3 COMMERCE AND TO REQU IRE THAT TASK FORCE TO STUDY WAYS TO FOSTER 4 AND PROMOTE SCIENCE, TECHNOLOGY, AND INN OVATION IN THE STATE. 5 The General Assembly of North Carolina enacts: 6 SECTION 1.(a) There is established the NC-Federal Alignment for Critical 7 Technologies Task Force (Task Force) within the Department of Commerce, Office of Science, 8 Technology & Innovation (Office). The Task Force shall consist of members of the Office and, 9 at the discretion of the Office, may consist of members of constituent institutions of The 10 University of North Carolina and the private sector. 11 SECTION 1.(b) The Task Force established under subsection (a) of this section shall 12 have the following duties: 13 (1) Research ways to increase collaboration among State, federal, and private 14 entities involved in the promotion of science, technology, and innovation in 15 the State. 16 (2) Research ways to streamline State, federal, and private resources to promote 17 the science and technology industries in the State. 18 (3) Develop short-, mid-, and long-term economic development-related strategies 19 and recommendations to increase the patronage and prevalence of the science 20 and technology industries in the State, with particular emphasis on attracting 21 out-of-state investment into the State. 22 (4) Perform any other studies, evaluations, or determinations the Task Force 23 considers necessary. 24 SECTION 1.(c) No later than April 1 of each year, the Task Force shall submit a 25 report with its findings and recommendations to the Joint Legislative Economic Development 26 and Global Engagement Oversight Committee. These findings and recommendations shall 27 include specific, concrete, and actionable steps to be undertaken by the State and upon which the 28 General Assembly could act. 29 SECTION 2. This act is effective when it becomes law. 30
