15	14		AN ACT PROHIBITING COUNTIES AND CITIES FROM ADOPTING OR ENFORCING 2
16	15		GUARANTEED INCOME PROGRAMS. 3
17	16		The General Assembly of North Carolina enacts: 4
18	17		SECTION 1. Article 6 of Chapter 153A of the General Statutes is amended by 5
19	18		adding a new section to read: 6
20	19		"§ 153A-145.13. Guaranteed income programs prohibited. 7
21	20		Unless expressly authorized by general or local law, a county shall not adopt or enforce any 8
22	21		ordinance, resolution, or policy that has the purpose or effect of making a payment to an 9
23	22		individual under a guaranteed income program. For purposes of this section, the term "guaranteed 10
24	23		income program" means a program under which an individual is issued an unconditional cash 11
25	24		payment on a regular basis to be used for any purpose by the individual. The term does not 12
26	25		include a program under which an individual is required to seek reemployment, perform work, 13
27	26		or attend training as a condition of a cash payment." 14
28	27		SECTION 2. Article 8 of Chapter 160A of the General Statutes is amended by 15
29	28		adding a new section to read: 16
30	29		"§ 160A-205.8. Guaranteed income programs prohibited. 17
31	30		Unless expressly authorized by general or local law, a city shall not adopt or enforce any 18
32	31		ordinance, resolution, or policy that has the purpose or effect of making a payment to an 19
33	32		individual under a guaranteed income program. For purposes of this section, the term "guaranteed 20
34	33		income program" means a program under which an individual is issued an unconditional cash 21
35	34		payment on a regular basis to be used for any purpose by the individual. The term does not 22
36	35		include a program under which an individual is required to seek reemployment, perform work, 23
37	36		or attend training as a condition of a cash payment." 24
38	37		SECTION 3. This act is effective when it becomes law. 25
