11	11		A BILL for an Act to create and enact a new section to chapter 15.1-21 of the North Dakota
12	12		Century Code, relating to required Holocaust education; and to provide for a legislative
13	13		management report.
14	14		BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
15	15		SECTION 1. A new section to chapter 15.1-21 of the North Dakota Century Code is created
16	16		and enacted as follows:
17	17		Holocaust education - Report.
18	18		1.In this section:
19	19		a."Antisemitism" means a certain perception of Jews, which may be expressed as
20	20		hatred toward Jews, and may be manifested physically or rhetorically toward
21	21		individuals, property, community institutions, and religious facilities has the same
22	22		meaning as the working definition of antisemitism adopted by the international
23	23		holocaust remembrance alliance on May 26, 2016, including contemporary
24	24		examples of an ti semitism and incorporated by reference in presidential executive
25	25		order number 13899, published on December 11, 2019 .
26	26		b."Holocaust" means the systematic, bureaucratic, state-sponsored persecution
27	27		and murder of approximately six million Jews by the Third Reich and its allies and
28	28		collaborators during World War II.
29	29		c. "Nazi" means the national socialist German workers' party, a political party that
30	30		rose to power in 1933 and governed Germany until 1945.

55	55		2.Each school district shall provide grade-level appropriate Holocaust education.
56	56		3. Holocaust education must be incorporated into the United States history curriculum
57		-	required under section 15.1 - 21 - 02.2. The curriculum must include the The world history

64	66		context of the Holocaust;
65	67		d.Connection between national, ethnic, racial, and religious intolerance and the
66	68		subjects described in subdivisions a and b;
67	69		e.Leading role played by the United States and the armed forces of the United
68	70		States; and
69	71		f.Definition, history, response, and actions taken in the face of the Holocaust.
70		-	4. The superintendent of public instruction shall report on or before July first of each year
