| 11 | 11 | | This measure would allow the legislative assembly to authorize sports betting to be conducted |

| 13 | 13 | | BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF NORTH DAKOTA, THE |

| 14 | 14 | | SENATE CONCURRING THEREIN: |

| 15 | 15 | | That the following proposed amendment to section 25 of article XI of the Constitution of |
|---|
| 16 | 16 | | North Dakota is agreed to and must be submitted to the qualified electors of North Dakota at the |
|---|
| 17 | 17 | | general election to be held in 2026, in accordance with section 16 of article IV of the |
|---|
| 18 | 18 | | Constitution of North Dakota. |

| 19 | 19 | | SECTION 1. AMENDMENT. Section 25 of article XI of the Constitution of North Dakota is |
|---|
| 20 | 20 | | amended and reenacted as follows: |
|---|
| 21 | 21 | | Section 25. The legislative assembly shallmay not authorize any game of chance, lottery, |
|---|
| 22 | 22 | | or gift enterprises, under any pretense, or for any purpose whatever. However, except the |
|---|
| 23 | 23 | | legislative assembly shall: |
|---|
| 24 | 24 | | 1.Shall authorize the state of North Dakota to join a multi-state lottery for the benefit of |
|---|
| 25 | 25 | | the state of North Dakota, and, the legislative assembly may. |
|---|
| 26 | 26 | | 2.May authorize by law bona fide nonprofit veterans', charitable, educational, religious, |
|---|
| 27 | 27 | | or fraternal organizations, civic and service clubs, or such other public-spirited |
|---|
| 28 | 28 | | organizations as it may recognize, to conduct games of chance when the entire net |
|---|
| 29 | 29 | | proceeds of such games of chance are to be devoted to educational, charitable, |
|---|
| 30 | 30 | | patriotic, fraternal, religious, or other public-spirited uses. |

| 31 | 31 | | 3.May authorize sports betting on professional and college sports to be conducted in the |
|---|
