1010 STATEMENT OF INTENT
1111 This measure would allow the legislative assembly to authorize sports betting to be conducted
1212 in the state and be licensed and regulated by the state.
1313 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF NORTH DAKOTA, THE
1414 SENATE CONCURRING THEREIN:
1515 That the following proposed amendment to section 25 of article XI of the Constitution of
1616 North Dakota is agreed to and must be submitted to the qualified electors of North Dakota at the
1717 general election to be held in 2026, in accordance with section 16 of article IV of the
1818 Constitution of North Dakota.
1919 SECTION 1. AMENDMENT. Section 25 of article XI of the Constitution of North Dakota is
2020 amended and reenacted as follows:
2121 Section 25. The legislative assembly shallmay not authorize any game of chance, lottery,
2222 or gift enterprises, under any pretense, or for any purpose whatever. However, except the
2323 legislative assembly shall:
2424 1.Shall authorize the state of North Dakota to join a multi-state lottery for the benefit of
2525 the state of North Dakota, and, the legislative assembly may.
2626 2.May authorize by law bona fide nonprofit veterans', charitable, educational, religious,
2727 or fraternal organizations, civic and service clubs, or such other public-spirited
2828 organizations as it may recognize, to conduct games of chance when the entire net
2929 proceeds of such games of chance are to be devoted to educational, charitable,
3030 patriotic, fraternal, religious, or other public-spirited uses.
3131 3.May authorize sports betting on professional and college sports to be conducted in the
3232 state and licensed and regulated by the state. All tax revenue received from sports
