The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LB297 adjusts and reduces the combined tax rate calculation with the intent of decreasing the
total in unemployment combined taxes by employer. It does this by only considering wages
paid by contributory employers instead of both contributory and reimbursable employers
which reduces the number of total wages used in the calculation and lowers the overall
calculated yield needed. Additionally, the bill proposes to increase Commissioner authority
to lower the combined tax rate. Finally, bill proposes to reduce the current combined tax rate
calculation for tax year 2025 to the 2024 tax rate.
