3252 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3353 SECTION 1. Section 22-32-4 NMSA 1978 (being Laws 2013,
3454 Chapter 16, Section 4, as amended) is amended to read:
35-"22-32-4. COMMUNITY SCHOOLS INITIATIVES--INDIRECT
36-COSTS--GRANTS--SCHOOL DISTRICT, GROUP OF PUBLIC SCHOOLS OR
37-PUBLIC SCHOOL DUTIES--REQUIREMENTS.--
55+"22-32-4. COMMUNITY SCHOOLS INITIATIVES--INDIRECT COSTS--
56+GRANTS--SCHOOL DISTRICT, GROUP OF PUBLIC SCHOOLS OR PUBLIC

3858 A. A school district shall bear any indirect costs
3959 associated with the establishment and implementation of a
4060 community school within the school district.
4161 B. Subject to the availability of funding, grants
4262 for community schools initiatives are available to a school
43-district, a group of public schools or a single public school
44-that has demonstrated partnerships with the local community
45-to establish, operate and sustain the community school
46-framework and that meets department eligibility requirements.
47-C. The department shall promulgate rules and
48-procedures to distribute funds through a competitive grant
49-program developed and designed in partnership with the
50-coalition for community schools.

85106 evidence-based evaluation systems to assess the effectiveness
86107 of the implementation of the community schools initiative;
87-(2) provide ongoing, high-quality
88-professional development that:

129152 F. If a grantee receives funding to implement the
130153 community schools initiative at three or more public school
131154 sites, the school district shall employ a community schools
132155 director or manager to oversee and coordinate implementation
133156 across all of the covered school sites and ensure the
134157 employment of a community school coordinator by the lead
135158 partner agency at each school site.
136-G. A school district or public school may use
137-Title 1 funds for its community schools initiative and the
138-department may use Title 1 funds to invest in community
139-schools statewide.

140162 H. The department is authorized to provide
141163 planning, implementation and renewal grants to eligible
142164 applicants as follows:

145-public school to conduct an initial school and community
146-needs assessment, identify community supports and services
147-through asset mapping and establish a site-based leadership
148-team;
149-(2) annual implementation grants of up to
150-one hundred fifty thousand dollars ($150,000) each year for a
151-period of three years for each eligible school; and
152-(3) at the conclusion of the initial

194-schools fund" is created as a nonreverting fund in the state
195-treasury. The fund consists of appropriations, gifts, grants
196-and donations. The department shall administer the fund, and
197-money in the fund is appropriated to the department to
198-distribute grant awards to support the development and
199-implementation of community schools initiatives.
200-B. The department shall ensure that the money
201-expended from the Dr. Jeannie Oakes memorial community
202-schools fund is used for the purposes stated in the Community
203-Schools Act and shall not be used to correct for previous

258+summer and year-round programs, that provide additional

308+(1) broader use of public school facilities in
309+which school buildings become hubs for neighborhood events,
310+activities, advocacy and civic life;
311+(2) community-based curriculum in which the
312+content of instruction is centered on local knowledge, service
313+learning and problem-solving around community issues; and
314+(3) public pre-kindergarten and other state
315+and federally funded early childhood services that:
316+(a) support working families and help
317+ensure that children come to kindergarten ready to learn;
318+(b) provide students and working parents
319+or caregivers with full-day and after-school child care;
320+(c) provide high-quality pre-
321+kindergarten programs that are aligned to early childhood
322+professional and curricular early learning standards;
323+(d) provide health, vision, dental and
324+other supports and services to children before school age; and
325+(e) include strong partnerships and
326+alignment with early learning centers and child care providers
