3333 RELATING TO POST-SECONDARY EDUCATION; CREATING A CENTRALIZED
3434 HUB AT NEW MEXICO STATE UNIVERSITY FOR ONLINE ENROLLMENT IN ALL
3535 PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS; MAKING AN
3636 APPROPRIATION.
3737 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3838 SECTION 1. A new section of Chapter 21, Article 1 NMSA
3939 1978 is enacted to read:
4040 "[NEW MATERIAL] ONLINE ENROLLMENT HUB FOR PUBLIC POST-
4141 SECONDARY EDUCATIONAL INSTITUTIONS.--
4242 A. A centralized hub is created at New Mexico state
4343 university to provide for online enrollment in all public post-
4444 secondary educational institutions. The center shall be
4545 managed by a chancellor appointed by the president of New
4646 Mexico state university.

7474 B. The center shall provide the following services
7575 to each public post-secondary educational institution:
7676 (1) marketing and recruiting;
7777 (2) admissions and student success support
7878 services;
7979 (3) faculty training;
8080 (4) course quality review and instructional
8181 design; and
8282 (5) technology and platform support.
8383 C. The hub shall establish service-level agreements
8484 with each public post-secondary educational institution with
8585 specified performance measures based on the specific needs of
8686 each institution.
8787 D. On or before December 1 of each year, the hub
8888 shall provide a report to the legislative finance committee
8989 that compares its actual performance with the performance
9090 measures it has agreed to with each public post-secondary
9191 educational institution."
9292 SECTION 2. APPROPRIATION.--Forty million dollars
9393 ($40,000,000) is appropriated from the government results and
9494 opportunity program fund to the board of regents of New Mexico
9595 state university for expenditure in fiscal years 2026 through
9696 2028 to establish a centralized hub for online enrollment and
9797 support services for all public post-secondary educational
9898 institutions. Any unexpended or unencumbered balance remaining
