33	33	RELATING TO POST-SECONDARY EDUCATION; CREATING A CENTRALIZED
34	34	HUB AT NEW MEXICO STATE UNIVERSITY FOR ONLINE ENROLLMENT IN ALL
35	35	PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS; MAKING AN
36	36	APPROPRIATION.
37	37	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
38	38	SECTION 1. A new section of Chapter 21, Article 1 NMSA
39	39	1978 is enacted to read:
40	40	"[NEW MATERIAL] ONLINE ENROLLMENT HUB FOR PUBLIC POST-
41	41	SECONDARY EDUCATIONAL INSTITUTIONS.--
42	42	A. A centralized hub is created at New Mexico state
43	43	university to provide for online enrollment in all public post-
44	44	secondary educational institutions. The center shall be
45	45	managed by a chancellor appointed by the president of New
46	46	Mexico state university.

74	74	B. The center shall provide the following services
75	75	to each public post-secondary educational institution:
76	76	(1) marketing and recruiting;
77	77	(2) admissions and student success support
78	78	services;
79	79	(3) faculty training;
80	80	(4) course quality review and instructional
81	81	design; and
82	82	(5) technology and platform support.
83	83	C. The hub shall establish service-level agreements
84	84	with each public post-secondary educational institution with
85	85	specified performance measures based on the specific needs of
86	86	each institution.
87	87	D. On or before December 1 of each year, the hub
88	88	shall provide a report to the legislative finance committee
89	89	that compares its actual performance with the performance
90	90	measures it has agreed to with each public post-secondary
91	91	educational institution."
92	92	SECTION 2. APPROPRIATION.--Forty million dollars
93	93	($40,000,000) is appropriated from the government results and
94	94	opportunity program fund to the board of regents of New Mexico
95	95	state university for expenditure in fiscal years 2026 through
96	96	2028 to establish a centralized hub for online enrollment and
97	97	support services for all public post-secondary educational
98	98	institutions. Any unexpended or unencumbered balance remaining
