AN ACT
RELATING TO POST-SECONDARY EDUCATION; CREATING A CENTRALIZED
HUB AT NEW MEXICO STATE UNIVERSITY FOR ONLINE ENROLLMENT IN ALL
PUBLIC POST-SECONDARY EDUCATIONAL INSTITUTIONS; MAKING AN
APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1. A new section of Chapter 21, Article 1 NMSA
1978 is enacted to read:
"[NEW MATERIAL] ONLINE ENROLLMENT HUB FOR PUBLIC POST-
SECONDARY EDUCATIONAL INSTITUTIONS.--
A.  A centralized hub is created at New Mexico state
university to provide for online enrollment in all public post-
secondary educational institutions.  The center shall be
managed by a chancellor appointed by the president of New
Mexico state university.

B.  The center shall provide the following services
to each public post-secondary educational institution:
(1)  marketing and recruiting;
(2)  admissions and student success support
services;
(3)  faculty training; 
(4)  course quality review and instructional
design; and
(5)  technology and platform support.
C.  The hub shall establish service-level agreements
with each public post-secondary educational institution with
specified performance measures based on the specific needs of
each institution.
D.  On or before December 1 of each year, the hub
shall provide a report to the legislative finance committee
that compares its actual performance with the performance
measures it has agreed to with each public post-secondary
educational institution."
SECTION 2. APPROPRIATION.--Forty million dollars
($40,000,000) is appropriated from the government results and
opportunity program fund to the board of regents of New Mexico
state university for expenditure in fiscal years 2026 through
2028 to establish a centralized hub for online enrollment and
support services for all public post-secondary educational
institutions.  Any unexpended or unencumbered balance remaining

at the end of fiscal year 2028 shall revert to the general
fund.
