---|
21 | 21 | | create and post on the Internet on or before October 1 of each year a report relating |
---|
22 | 22 | | to educational expenditures, personnel employed and services provided by the |
---|
23 | 23 | | school district or public school, as applicable, during the immediately preceding |
---|
24 | 24 | | school year. (NRS 387.12468) Section 1 of this bill extends the deadline for the |
---|
25 | 25 | | creation and posting of the report to on or before January 1 of each year. |
---|
26 | 26 | | Existing law prohibits the State Board of Education from using more than 7.5 |
---|
27 | 27 | | percent of the money appropriated for programs of career and technical education |
---|
28 | 28 | | to provide certain leadership and training activities, including: (1) activities by or |
---|
29 | 29 | | for a pupil organization; (2) training and conferences for teachers; (3) marketing of |
---|
30 | 30 | | career and technical education classes; and (4) the development of standards and |
---|
31 | 31 | | assessments of career and technical education. (NRS 388.392) Section 2 of this bill |
---|
32 | 32 | | increases this limitation to 20 percent of such appropriated money and expands the |
---|
33 | 33 | | activities for which money within the 20 percent limitation may be used to include: |
---|
34 | 34 | | (1) certain specific training activities for teachers of classes or programs of career |
---|
35 | 35 | | and technical education; and (2) certain activities relating to work-based learning, |
---|
36 | 36 | | industry-recognized credentials and career exploration. |
---|
37 | 37 | | Existing law requires the State Board to prescribe criterion-referenced |
---|
38 | 38 | | examinations to measure the achievement of pupils who are enrolled in grades 3 to |
---|
39 | 39 | | 12, inclusive. (NRS 390.105) Existing law also requires the State Board to select a |
---|
40 | 40 | | college and career readiness assessment to be administered to pupils who are |
---|
41 | 41 | | enrolled in grade 11. (NRS 390.610) Existing law additionally requires the State |
---|
42 | 42 | | Board to adopt regulations regarding end-of-course finals, including the courses for |
---|
43 | 43 | | which an end-of-course final must be administered. (NRS 390.700) Sections 3 and |
---|
44 | 44 | | 5 of this bill eliminate end-of-course finals. |
---|
45 | 45 | | The federal Every Student Succeeds Act of 2015 requires local educational |
---|
46 | 46 | | agencies to develop a written policy for meaningful parental and family |
---|
47 | 47 | | involvement with the education of the pupil. (20 U.S.C. § 6318) Existing state law |
---|
48 | 48 | | also requires all public schools in the State to use educational involvement accords, |
---|
49 | 49 | | which are agreements between the schools and parents concerning the |
---|
50 | 50 | | responsibilities of the parents, pupils and schools. Existing law requires: (1) the |
---|
51 | 51 | | Department of Education to prescribe a form for educational involvement accords |
---|
52 | 52 | | that complies with the policies of the federal Every Student Succeeds Act of 2015 |
---|
53 | 53 | | and the policies of this State to involve parents and families in the education of the |
---|
54 | 54 | | pupil; and (2) the board of trustees of each school district to adopt a policy |
---|

---|
61 | 61 | | to prescribe such a form and, instead, requires the Department to ensure that public |
---|
62 | 62 | | schools use educational involvement accords that comply with certain federal and |
---|
63 | 63 | | state policies. Section 5 also eliminates a form prescribed by the Department that |
---|
64 | 64 | | teachers in elementary schools are authorized to use to provide reports to parents |
---|
65 | 65 | | and legal guardians concerning parental involvement and compliance by pupils |

116 | 116 | | with disabilities, pupils who are English learners, at-risk pupils and |

117 | 117 | | gifted and talented pupils: |

118 | 118 | | (1) The number of pupils in each category who attend the |
---|
119 | 119 | | public school; |
---|
120 | 120 | | (2) If the Department determines that pupils within a |
---|
121 | 121 | | category must be divided based on severity of need, the number of |
---|
122 | 122 | | pupils in each such subcategory; and |
---|
123 | 123 | | (3) The number of persons employed to provide instruction, |
---|
124 | 124 | | support to pupils, administrative support and other personnel |
---|
125 | 125 | | employed by the public school and dedicated to providing services |
---|
126 | 126 | | to each category or subcategory of pupils, including, without |
---|
127 | 127 | | limitation, any subgroup of each kind of personnel prescribed by the |
---|

129 | 129 | | (h) The total amount of money received to support the |
---|
130 | 130 | | operations of the public school, divided by the number of pupils |

268 | 268 | | (3) Carrying out the professional responsibility of educators |
---|

302 | 302 | | (k) Information describing the availability of free and reduced- |

303 | 303 | | price meals, including, without limitation, information regarding |
---|
304 | 304 | | school breakfast, school lunch and summer meal programs; |
---|
305 | 305 | | (l) Opportunities for parents and legal guardians to become |
---|
306 | 306 | | involved in the education of their children and to volunteer for the |
---|
307 | 307 | | school or class; and |
---|
308 | 308 | | (m) The code of honor relating to cheating prescribed pursuant |
---|
309 | 309 | | to NRS 392.461. |
---|
310 | 310 | | 4. The board of trustees of each school district shall adopt a |
---|
311 | 311 | | policy providing for the development and distribution of the |
---|
312 | 312 | | educational involvement accord. The policy adopted by a board of |
---|
313 | 313 | | trustees must require each classroom teacher to: |
---|
314 | 314 | | (a) Distribute the educational involvement accord to the parent |
---|
315 | 315 | | or legal guardian of each pupil in the teacher’s class at the beginning |
---|
316 | 316 | | of each school year or upon a pupil’s enrollment in the class, as |
---|
317 | 317 | | applicable; and |
---|
318 | 318 | | (b) Provide the parent or legal guardian with a reasonable |
---|
319 | 319 | | opportunity to sign the educational involvement accord. |
---|
320 | 320 | | [5. Except as otherwise provided in this subsection, the board |
---|
321 | 321 | | of trustees of each school district shall ensure that the form |
---|
322 | 322 | | prescribed by the Department is used for the educational |
---|
323 | 323 | | involvement accord of each public school in the school district. The |
---|
324 | 324 | | board of trustees of a school district may authorize the use of an |
---|
325 | 325 | | expanded form that contains additions to the form prescribed by the |
---|
326 | 326 | | Department if the basic information contained in the expanded form |
---|
327 | 327 | | complies with the form prescribed by the Department. |

329 | 329 | | district shall, at least once each year, review and amend their |
---|
