88 AN ACT relating to alcohol, drug and gambling counselors;
99 authorizing a licensed clinical alcohol and drug counselor
1010 who meets certain requirements to supervise a certified

1212 matters properly relating thereto.
1313 Legislative Counsel’s Digest:
1414 Existing law authorizes a licensed clinical alcohol and drug counselor to
1515 supervise certified clinical alcohol and drug counselor interns and alcohol and drug
1616 counselor interns. (NRS 641C.331) Existing law authorizes the Board of Examiners
1717 for Alcohol, Drug and Gambling Counselors to issue a certificate as a problem
1818 gambling counselor to a person who has completed at least 2,000 hours of
1919 supervised counseling of persons with an addictive disorder related to gambling and
2020 meets certain other requirements. (NRS 641C.430) Existing law authorizes a
2121 certified problem gambling counselor intern to counsel persons with an addictive
2222 disorder related to gambling under the supervision of a certified problem gambling
2323 counselor approved by the Board. (NRS 641C.435, 641C.440) Sections 1 and 2 of
2424 this bill additionally authorize a licensed clinical alcohol and drug counselor who is
2525 approved by the Board and has completed certain instruction concerning problem
2626 gambling and the supervision of interns to supervise a certified problem gambling
2727 counselor intern.

3232 THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
3333 SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

3535 Section 1. NRS 641C.331 is hereby amended to read as
3636 follows:
3737 641C.331 1. A license as a clinical alcohol and drug
3838 counselor is valid for 2 years and may be renewed.
3939 2. A licensed clinical alcohol and drug counselor may:
4040 (a) Engage in the clinical practice of counseling persons with
4141 alcohol and other substance use disorders;
4242 (b) Diagnose or classify a person as having an alcohol or other
4343 substance use disorder; [and]
4444 (c) Supervise certified clinical alcohol and drug counselor
4545 interns and alcohol and drug counselor interns [.] ; and
4646 (d) Supervise certified problem gambling counselor interns if
4747 the licensed clinical alcohol and drug counselor:
4848 (1) Is approved by the Board to conduct such supervision;
4949 and
5050 (2) Has completed at least:

5555 (I) Thirty hours of instruction relating to problem
5656 gambling; and
5757 (II) Twelve hours of instruction relating to the
5858 supervision of interns, including, without limitation, the
5959 supervision of certified problem gambling counselor interns.
6060 Sec. 2. NRS 641C.440 is hereby amended to read as follows:
6161 641C.440 1. The Board may issue a certificate as a problem
6262 gambling counselor intern to a person who:
6363 (a) Is not less than 21 years of age;
6464 (b) Submits proof to the Board that the person:
6565 (1) Has received a bachelor’s degree, master’s degree or a
6666 doctoral degree from an accredited college or university in a field of
6767 social science approved by the Board; or
6868 (2) Is enrolled in a program at an accredited college or
6969 university from which he or she will receive a bachelor’s degree,
7070 master’s degree or a doctoral degree in a field of social science
7171 approved by the Board;
7272 (c) Has completed not less than 30 hours of training specific to
7373 problem gambling approved by the Board;
7474 (d) Demonstrates that a certified problem gambling counselor
7575 approved by the Board or a licensed clinical alcohol and drug
7676 counselor who meets the requirements of paragraph (d) of
7777 subsection 2 of NRS 641C.331 has agreed to supervise him or her
7878 in a setting approved by the Board;
7979 (e) Pays the fees required pursuant to NRS 641C.470; and
8080 (f) Submits all information required to complete an application
8181 for a certificate.
8282 2. A certificate as a problem gambling counselor intern is valid
8383 for 6 months and, except as otherwise provided in subsection 3, may
8484 be renewed.
8585 3. A certificate as a problem gambling counselor intern issued
8686 to a person on the basis that the person is enrolled in a program at an
8787 accredited college or university from which he or she will receive a
8888 bachelor’s degree, master’s degree or a doctoral degree in a field of
8989 social science approved by the Board may be renewed not more than
9090 nine times.
9191 4. A certified problem gambling counselor intern may, under
9292 the supervision of a certified problem gambling counselor [:] or a
9393 licensed clinical alcohol and drug counselor who meets the
9494 requirements of paragraph (d) of subsection 2 of NRS 641C.331:
9595 (a) Engage in the practice of counseling persons with an
9696 addictive disorder related to gambling; and

101101 (b) Assess and evaluate a person as having an addictive disorder
102102 related to gambling.
103103 Sec. 3. This act becomes effective on July 1, 2023.
