8	8	AN ACT relating to alcohol, drug and gambling counselors;
9	9	authorizing a licensed clinical alcohol and drug counselor
10	10	who meets certain requirements to supervise a certified
11	11	problem gambling counselor intern; and providing other
12	12	matters properly relating thereto.
13	13	Legislative Counsel’s Digest:
14	14	Existing law authorizes a licensed clinical alcohol and drug counselor to
15	15	supervise certified clinical alcohol and drug counselor interns and alcohol and drug
16	16	counselor interns. (NRS 641C.331) Existing law authorizes the Board of Examiners
17	17	for Alcohol, Drug and Gambling Counselors to issue a certificate as a problem
18	18	gambling counselor to a person who has completed at least 2,000 hours of
19	19	supervised counseling of persons with an addictive disorder related to gambling and
20	20	meets certain other requirements. (NRS 641C.430) Existing law authorizes a
21	21	certified problem gambling counselor intern to counsel persons with an addictive
22	22	disorder related to gambling under the supervision of a certified problem gambling
23	23	counselor approved by the Board. (NRS 641C.435, 641C.440) Sections 1 and 2 of
24	24	this bill additionally authorize a licensed clinical alcohol and drug counselor who is
25	25	approved by the Board and has completed certain instruction concerning problem
26	26	gambling and the supervision of interns to supervise a certified problem gambling
27	27	counselor intern.

32	32	THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
33	33	SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

35	35	Section 1. NRS 641C.331 is hereby amended to read as
36	36	follows:
37	37	641C.331 1. A license as a clinical alcohol and drug
38	38	counselor is valid for 2 years and may be renewed.
39	39	2. A licensed clinical alcohol and drug counselor may:
40	40	(a) Engage in the clinical practice of counseling persons with
41	41	alcohol and other substance use disorders;
42	42	(b) Diagnose or classify a person as having an alcohol or other
43	43	substance use disorder; [and]
44	44	(c) Supervise certified clinical alcohol and drug counselor
45	45	interns and alcohol and drug counselor interns [.] ; and
46	46	(d) Supervise certified problem gambling counselor interns if
47	47	the licensed clinical alcohol and drug counselor:
48	48	(1) Is approved by the Board to conduct such supervision;
49	49	and
50	50	(2) Has completed at least:

55	55	(I) Thirty hours of instruction relating to problem
56	56	gambling; and
57	57	(II) Twelve hours of instruction relating to the
58	58	supervision of interns, including, without limitation, the
59	59	supervision of certified problem gambling counselor interns.
60	60	Sec. 2. NRS 641C.440 is hereby amended to read as follows:
61	61	641C.440 1. The Board may issue a certificate as a problem
62	62	gambling counselor intern to a person who:
63	63	(a) Is not less than 21 years of age;
64	64	(b) Submits proof to the Board that the person:
65	65	(1) Has received a bachelor’s degree, master’s degree or a
66	66	doctoral degree from an accredited college or university in a field of
67	67	social science approved by the Board; or
68	68	(2) Is enrolled in a program at an accredited college or
69	69	university from which he or she will receive a bachelor’s degree,
70	70	master’s degree or a doctoral degree in a field of social science
71	71	approved by the Board;
72	72	(c) Has completed not less than 30 hours of training specific to
73	73	problem gambling approved by the Board;
74	74	(d) Demonstrates that a certified problem gambling counselor
75	75	approved by the Board or a licensed clinical alcohol and drug
76	76	counselor who meets the requirements of paragraph (d) of
77	77	subsection 2 of NRS 641C.331 has agreed to supervise him or her
78	78	in a setting approved by the Board;
79	79	(e) Pays the fees required pursuant to NRS 641C.470; and
80	80	(f) Submits all information required to complete an application
81	81	for a certificate.
82	82	2. A certificate as a problem gambling counselor intern is valid
83	83	for 6 months and, except as otherwise provided in subsection 3, may
84	84	be renewed.
85	85	3. A certificate as a problem gambling counselor intern issued
86	86	to a person on the basis that the person is enrolled in a program at an
87	87	accredited college or university from which he or she will receive a
88	88	bachelor’s degree, master’s degree or a doctoral degree in a field of
89	89	social science approved by the Board may be renewed not more than
90	90	nine times.
91	91	4. A certified problem gambling counselor intern may, under
92	92	the supervision of a certified problem gambling counselor [:] or a
93	93	licensed clinical alcohol and drug counselor who meets the
94	94	requirements of paragraph (d) of subsection 2 of NRS 641C.331:
95	95	(a) Engage in the practice of counseling persons with an
96	96	addictive disorder related to gambling; and

101	101	(b) Assess and evaluate a person as having an addictive disorder
102	102	related to gambling.
103	103	Sec. 3. This act becomes effective on July 1, 2023.
