30	30	AN ACT relating to interscholastic activities; requiring the Nevada
31	31	Interscholastic Activities Association to adopt regulations
32	32	that set forth the process for the Association to designate a
33	33	sanctioned sport; providing certain requirements for such
34	34	regulations; requiring the Association to publish such
35	35	regulations on the Internet website maintained by the
36	36	Association; and providing other matters properly relating
37	37	thereto.
38	38	Legislative Counsel’s Digest:
39	39	Existing law authorizes the formation of the Nevada Interscholastic Activities 1
40	40	Association to control, supervise and regulate all interscholastic athletic events and 2
41	41	other interscholastic events in public schools in this State. (NRS 385B.050) Under 3
42	42	existing law, the Association is required to adopt rules and regulations as is 4
43	43	necessary to govern such interscholastic activities and events. (NRS 385B.060) 5
44	44	Section 2 of this bill requires the Association to adopt regulations that: (1) set forth 6
45	45	the process for the Association to designate a sanctioned sport; (2) set forth 7
46	46	standards for determining, without limitation, the rules governing such sanctioned 8
47	47	sports; and (3) prioritize the designation of certain club sports, including, without 9
48	48	limitation, lacrosse, as a sanctioned sport. Section 2 additionally requires such 10
49	49	regulations to be published on the Internet website maintained by the Association. 11
50	50	Section 5 of this bill requires the Association to adopt such regulations not later 12
51	51	than October 1, 2025. 13

57	57	THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
58	58	SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

60	60	Section 1. Chapter 385B of NRS is hereby amended by adding 1
61	61	thereto the provisions set forth as sections 2 and 3 of this act. 2
62	62	Sec. 2. 1. The Nevada Interscholastic Activities Association 3
63	63	shall adopt regulations that set forth the process for the 4
64	64	Association to designate a sanctioned sport. The regulations 5
65	65	adopted pursuant to this section must include, without limitation, 6
66	66	provisions: 7
67	67	(a) That establish the process for: 8
68	68	(1) Determining the rules governing the eligibility and 9
69	69	participation of pupils in a sanctioned sport; 10
70	70	(2) Prescribing the rules used in competition; 11
71	71	(3) Establishing the length of a season of a sanctioned 12
72	72	sport and the date upon which a school may begin practicing for a 13
73	73	season of a sanctioned sport; 14
74	74	(4) Establishing guidelines for the safety of pupils that 15
75	75	comply with any regulations adopted pursuant to NRS 385B.080; 16
76	76	(5) Prescribing any other guidelines necessary to govern 17
77	77	participation in a sanctioned sport; and 18
78	78	(b) That prioritize the designation of club sports that have been 19
79	79	established at schools, including, without limitation, lacrosse, as a 20
80	80	sanctioned sport. 21
81	81	2. The Nevada Interscholastic Activities Association shall 22
82	82	publish any regulations adopted pursuant to this section on the 23
83	83	Internet website maintained by the Association. 24
