AN ACT relating to interscholastic activities; requiring the Nevada 
Interscholastic Activities Association to adopt regulations 
that designate lacrosse as a sanctioned sport; providing 
certain requirements for such regulations; requiring the 
Association to establish a fund to support certain 
infrastructure and services for pupils who participate in a 
sanctioned sport; requiring the Association to complete a 
study examining the development of pupils as athletes and 
the infrastructure necessary to transform pupils into 
professional athletes; and providing other matters 
properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law authorizes the formation of the Nevada Interscholastic Activities 1 
Association to control, supervise and regulate all interscholastic athletic events and 2 
other interscholastic events in public schools in this State. (NRS 385B.050) Under 3 
existing law, the Association is required to adopt rules and regulations as is 4 
necessary to govern such interscholastic activities and events. (NRS 385B.060) 5 
Section 2 of this bill requires the Association to adopt regulations that: (1) 6 
designate lacrosse as a sanctioned sport; and (2) include provisions governing 7 
lacrosse competitions. Section 5 of this bill requires the Association to adopt such 8 
regulations not later than January 1, 2026. 9 
 Section 3 of this bill requires the Association to establish the Pipeline 10 
Infrastructure Fund to support the development and management of infrastructure 11

and services necessary for pupils to participate in sanctioned sports. Section 3 12 
additionally: (1) sets forth approved uses for money deposited in the Fund; (2) 13 
authorizes the Association to accept gifts, grants and donations from any source for 14 
deposit in the Fund; and (3) requires the interest and income earned on the money 15 
in the Fund to be credited to the Fund. Finally, section 3 requires the Executive 16 
Director of the Association to: (1) prepare an annual report containing certain 17 
information concerning the Fund; and (2) submit the report to the Director of the 18 
Legislative Counsel Bureau for transmittal to the Joint Interim Standing Committee 19 
on Education.  20 
 Section 4 of this bill requires the Association to conduct a study regarding: (1) 21 
the development of pupils as athletes in this State; and (2) the infrastructure 22 
required to transform pupils who participate in sanctioned sports into professional 23 
athletes. Section 4 additionally sets forth: (1) the required contents of the study; (2) 24 
the deadline for completion of the study; and (3) a requirement that a report of the 25 
findings of the study be submitted to the Director of the Legislative Counsel Bureau 26 
for transmittal to the Joint Interim Standing Committee on Education. Furthermore, 27 
section 4: (1) authorizes the Association to request the drafting of not more than 1 28 
legislative measure which relates to matters within the scope of the study; and (2) 29 
sets forth requirements for the submission of the legislative measure for drafting. 30 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 385B of NRS is hereby amended by adding 1 
thereto the provisions set forth as sections 2 and 3 of this act. 2 
 Sec. 2.  The Nevada Interscholastic Activities Association 3 
shall adopt regulations that designate lacrosse as a sanctioned 4 
sport. The regulations adopted pursuant to this section must 5 
include, without limitation, provisions: 6 
 1.  Governing the eligibility and participation of pupils; 7 
 2.  Prescribing the rules used in competition; 8 
 3.  Establishing the length of a season of lacrosse and the date 9 
upon which a school may begin practicing for a season of 10 
lacrosse; 11 
 4.  Establishing guidelines for the safety of pupils that comply 12 
with any regulations adopted pursuant to NRS 385B.080; and 13 
 5.  Prescribing any other guidelines necessary to govern 14 
participation in lacrosse competitions.  15 
 Sec. 3.  1. The Nevada Interscholastic Activities Association 16 
shall establish a fund to be known as the Pipeline Infrastructure 17 
Fund to support the development and management of 18 
infrastructure and services necessary for pupils to participate in 19 
sanctioned sports, including, without limitation, lacrosse. The 20 
Association must use the money deposited in the Fund to: 21 
 (a) Hire or contract with persons to assist in implementing and 22 
managing the growth of athletics programs at schools;  23

 (b) Provide resources to schools to facilitate the athletic 1 
development and guidance of pupils who participate in a 2 
sanctioned sport; and 3 
 (c) Provide wrap-around services. 4 
 2. The Nevada Interscholastic Activities Association may 5 
accept gifts, grants and donations from any source for deposit in 6 
the Fund. 7 
 3. The interest and income earned on the money in the Fund, 8 
after deducting any applicable charges, must be credited to the 9 
Fund. 10 
 4. The Executive Director of the Nevada Interscholastic 11 
Activities Association shall, on or before July 1 of each year: 12 
 (a) Prepare a report that describes: 13 
  (1) The total amount of money deposited in the Fund; 14 
  (2) Any expenditures of money made from the Fund; and 15 
  (3) Progress made in achieving the goals of the Fund set 16 
forth in subsection 1; and 17 
 (b) Submit the report to the Director of the Legislative Counsel 18 
Bureau for transmittal to the Joint Interim Standing Committee 19 
on Education.  20 
 5. As used in this section, “wrap-around services” means 21 
support services provided to pupils who participate in a sanctioned 22 
sport, including, without limitation, tutoring or other supplemental 23 
academic achievement programs, college and career counseling 24 
and mentoring.  25 
 Sec. 4.  1. The Nevada Interscholastic Activities Association 26 
shall study the development of pupils as athletes in this State and the 27 
infrastructure necessary to develop a pipeline to transform pupils 28 
who participate in a sanctioned sport into professional athletes. The 29 
study must include, without limitation: 30 
 (a) A review of existing: 31 
  (1) Athletic facilities, including, without limitation, practice 32 
facilities, arenas, stadiums, playing fields and playing surfaces; 33 
  (2) Resources for coaches; and 34 
  (3) Athletic programs at schools which are members of the 35 
Nevada Interscholastic Activities Association; and 36 
 (b) An examination of, and recommendations for: 37 
  (1) Legislation to promote the ability of Nevada to produce 38 
professional athletes; 39 
  (2) A statewide program to promote participation in sports, 40 
including, without limitation, lacrosse, for pupils in underserved 41 
communities; and 42 
  (3) Establishing wrap-around services in public schools to 43 
promote academic achievement and the development of life skills 44 
for pupils who are athletes. 45

 2. On or before June 30, 2026, the Nevada Interscholastic 1 
Activities Association shall submit a report of the findings of the 2 
study conducted pursuant to this section to the Director of the 3 
Legislative Counsel Bureau for transmittal to the Joint Interim 4 
Standing Committee on Education.  5 
 3. The Nevada Interscholastic Activities Association may 6 
request the drafting of not more than 1 legislative measure which 7 
relates to matters within the scope of the study conducted pursuant 8 
to this section. The request must be submitted to the Legislative 9 
Counsel on or before December 31, 2026, and must be on a form 10 
prescribed by the Legislative Counsel. A legislative measure 11 
requested pursuant to this subsection must be prefiled on or before 12 
the first day of the regular session of the Legislature in 2027. A 13 
legislative measure that is not prefiled on or before that day shall be 14 
deemed withdrawn.  15 
 4. As used in this section: 16 
 (a) “Sanctioned sport” means any athletic competition that is 17 
approved by the Nevada Interscholastic Activities Association.  18 
 (b) “Wrap-around services” means support services provided to 19 
pupils who participate in a sanctioned sport, including, without 20 
limitation, tutoring or other supplemental academic achievement 21 
programs, college and career counseling and mentoring.  22 
 Sec. 5.  The Nevada Interscholastic Activities Association shall 23 
adopt the regulations designating lacrosse as a sanctioned sport, as 24 
required by section 2 of this act, not later than January 1, 2026. 25 
 Sec. 6.  The provisions of NRS 218D.380 do not apply to any 26 
provision of this act which adds or revises a requirement to submit a 27 
report to the Legislature. 28 
 Sec. 7.  This act becomes effective upon passage and approval. 29
