Exempts certain timesharing plans involving ten or fewer purchasers from certain filing requirements relating to real estate investments; excludes New York City.
Prohibits residential and commercial properties from operating digital billboards or signs that use flashing, intermittent or moving lights near certain Mitchell-Lama housing within a city with a population of one million or more.
Provides for the sale of salvaged airbags; allows for the sale of non-deployed recycled airbags in New York, provided that such airbags meet required safety standards.
Prohibits unsolicited telemarketing sales calls during a declared state of emergency or disaster emergency where the declaration or proclamation of emergency includes a finding that unsolicited telemarketing sales calls would impair actions taken to limit, control, or mitigate the emergency; explains the basis of such finding; provides that such prohibition may not extend for a period of more than two weeks, subject to renewal for additional two-week periods by further findings of necessity made at the end of each two-week period.
Requires bicycles advertised for sale or resale in New York state to have an identifying serial number in legible boldfaced figures in one of certain specified areas on the bicycle; requires advertisements for bicycles to clearly and conspicuously include such bicycles identifying serial number.
Enhances protections for homeowners who have paid contractors, subcontractors, and material suppliers for home improvements; enhances penalties, civil and criminal for violations of the consumer protection provisions of the Home Improvement Contracts article of the general business law; authorizes the attorney general to prosecute crimes under that article.
Requires the secretary of state to promulgate rules and regulations requiring that education and testing for cosmetologists or natural hair stylists include education and testing regarding the provision of services to individuals with all hair types and textures, including, but not limited to, various curl or wave patterns, hair strand thicknesses, and volumes of hair.
Relates to actions or practices that establish or maintain a monopoly, monopsony or restraint of trade; authorizes a class action lawsuit in the state anti-trust law.
