Authorizes and directs the public service commission to conduct a comprehensive study and prepare a report on the feasibility of transferring services provided by gas and electric corporations in this state to an entity owned and operated by the state of New York.
Directs the public service commission to undertake a study of consumer protections adopted by electric corporations and utilities; includes reporting on the adequacy of the public service commission's assistance to customers facing disconnection of utility service.
Requires gas and electric utilities to make available to landlords or lessors, upon request of prospective tenants or lessees, information concerning gas and electric charges incurred for residential rental premises.

Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
Requires any gas or electric provider of last resort to publicly notice each purchase of electricity supply, energy or capacity, within seven days of purchase and report it to the department.
Directs the New York state energy and research development authority to establish a pilot program to install a microgrid in Glenwood Houses; requires the authority to annually report on the results of such program and any recommendations for expansion.
Requires the New York state energy research and development authority conduct a study on independent neighborhoods and homes in cities constructing micro-grids to study the feasibility, efficiency, and energy saving costs if such micro-grids were constructed.
Requires the New York state energy research and development authority conduct a study on Brooklyn College constructing a micro-grid to study the feasibility, efficiency, and energy saving costs if such a micro-grid was constructed on campus.
Updates certain requirements regarding billing for electric services, such as when corporations shall use an approved demand measuring device, mandating that classifications of service, the account and/or meter number, and the quantity billed be indicated on customers' bills.
Requires the New York state energy research and development authority conduct a study on the feasibility, storing and transferring of hydrogen energy to residential and commercial structures in cities and towns with a population greater than twenty thousand.
Requires that all materials, including raw materials, used or supplied in the performance of a contract or any subcontract for the construction, reconstruction, alteration, repair, improvement or maintenance of a covered renewable energy system be produced or made in whole or substantial part in the United States, its territories or possessions.
