Increases Rockland county's annual minimum allocation through the MTA Dutchess-Orange-Rockland Fund (DORF) from two million dollars to ten million dollars.
Requires certain public authorities to establish a cashless tolling amnesty program between August first, two thousand twenty-four and December thirty-first, two thousand twenty-four for cashless tolls collected between April twenty-third, two thousand sixteen and June twenty-ninth, two thousand twenty-four.
Relates to the contents and adjudication, of notices of violation returnable to a parking violations bureau in New York city; increases the fine for tractors, trailers, or related vehicles that park on residential streets overnight.
Enacts the "get congestion pricing right act"; directs the MTA to allocate $45 million to the MTA's bus system to increase frequency and reliability; directs the MTA to allocate $45 million to expand the fare-free bus pilot program within NYC; requires reporting on such investments.
Establishes a central business district toll exemption for employees of the fire department of the city of New York in the title of firefighter, fire marshal, marine engineer, pilot or wiper.
Repeals congestion pricing (Part A); increases the membership of the metropolitan transportation authority from sixteen to seventeen members; provides for the appointment for one member from each of New York City's boroughs on the written recommendation of the mayor of New York City (Part B); directs the metropolitan transportation authority to contract with a certified public accounting firm for the provision of an independent, comprehensive, forensic audit of the authority (Part C).
Requires bicycles with electric assist and electric scooters be registered with the department of motor vehicles, inspected and have liability insurance; and have a license plate affixed to such bicycle with electric assist or electric scooter.
