Creates a certified recovery residences task force to establish best practice guidelines for certified recovery living residences that illustrate the most appropriate and effective environment for persons recovering from a chemical dependency.
Establishes the fentanyl abuse and overdose prevention task force to conduct a comprehensive study on fentanyl abuse and overdose prevention and to report on the findings and recommendations of the task force.
Directs the commissioner of the office of alcoholism and substance abuse services to ensure persons have accessible healthcare, treatment capacities and harm reduction services.
Directs the commissioner of the office of addiction services and supports, in consultation with the director of the state office for the aging, to develop comprehensive substance use disorder prevention, education and treatment demonstration programs for senior citizens.
Authorizes certain facilities to provide treatment for the mental health and health care needs of individuals admitted for a substance use disorder; provides that such services shall be reimbursable by Medicaid and private insurance.
Directs the commissioner of the office of addiction services and supports to promulgate rules and regulations for providers operating in rural locations while taking into account the extra challenges encountered by such providers, including but not limited to, increased and additional expenses.
Establishes protocols for assisted outpatient treatment for substance abuse; provides criteria for assisted outpatient treatment for substance abuse; provides for service, right to counsel, hearings, appeals and applications for additional periods of treatment; makes related changes.
Requires the commissioner of the office of addiction services and supports to require mental health evaluations for participants in substance use disorder treatment programs and to promulgate rules and regulations to effectuate such requirement.
Establishes an intensive addiction and medical services integrated services pilot program to support two three-year demonstration programs that provide intensive addiction and medical services integrated services to individuals who have significant addiction and medical issues.
Provides for the establishment and operations of a dedicated opioid rehabilitation facility and the personal needs allowance for residents of a dedicated opioid rehabilitation facility; relates to the diversion of certain defendants to a mandatory opioid rehabilitation facility; provides for the establishment of a dedicated opioid rehabilitation facility and the provision of corrections officers to such facilities.
Requires that services at addiction treatment centers operated by the office of addiction services and supports shall not be refused at such centers if a person is unable to pay.
