Designates services to be provided by a jail-based substance use disorder treatment, peer led recovery support services, and transition services program as essential medical care services.
Requires the office of addiction services and supports to assure that persons who suffer from a substance use disorder have the right to seek and receive addiction services, care, treatment and rehabilitation services based on the individual's gender identity, gender expression and/or sexual orientation.
Provides that when informational cards or sheets about opioid antagonists are distributed, such information shall include information about fentanyl strips and their uses.

Relates to the improvement and operation of sober living homes including the process for certification, inspections, and violations and the establishment of a toll free hotline to respond to complaints.
Creates a certified recovery residences task force to establish best practice guidelines for certified recovery living residences that illustrate the most appropriate and effective environment for persons recovering from a chemical dependency.
Provides for the issuance of operating certificates for federally organized, operated or authorized Indian health service facilities with addictions programs to operate as providers of chemical dependence services following certain attestations.
Requires the office of addiction services and supports to encourage, aid, and facilitate clinical research into the use of ibogaine in drug treatment for heroin, methamphetamine and cocaine addiction.
Establishes the addiction prevention and recovery act; increases taxes on alcohol by fifty percent; allocates the increased revenue to a special fund to be used for the purposes of alcohol and substance abuse addiction prevention and recovery services and programs.
