Permits any police officer to enforce licensure requirements of retail dispensaries by closing retail locations which sell cannabis without a license; allows seizure of the instrumentality of the unlawful sales, including real estate.
Establishes the diversity in investment act requiring certain venture capital companies to report diversity information about its funding determinations; requires reports to be published on the venture capital companies' websites; establishes penalties for failure to complete and publish such reports.
Exempts certain parcels of land from licensing restrictions prohibiting manufacturers, wholesalers and retailers of alcoholic beverages from sharing an interest in a licensed premises and from selling at retail for consumption off the premises.
Provides that any applicant who cultivates for sale or sells cannabis, cannabis products, medical cannabis, or any product marketed or labeled as such, without having an appropriate registration, license or permit therefor, shall be deemed ineligible to receive or renew a license to sell cannabis.

Relates to the hours adult-use cannabis shall be sold for on-site consumption; provides cannabis products shall only be sold for on-site consumption between the hours of 11 a.m. and 11 p.m.
Exempts the village of Ossining, Westchester county, from restrictions on the hours of sale of alcoholic beverages at retail for on-premises consumption.
Exempts the town of Pound Ridge from the establishment of retail dispensary licenses and on-site consumption licenses for cannabis, provided that the town adopts a local law prohibiting the establishment of such licenses.
