Establishes a training program for first responders, including firefighters, police officers and emergency medical services personnel, for handling emergency situations involving individuals in emotional distress or experiencing an emotional or mental health crisis; requires documents utilized by state agencies, public authorities and municipalities to replace the term "emotionally disturbed person" with the term "person in crisis".
Prohibits the discrimination of persons based on their religious attire in recreational water parks, including, but not limited to, beaches, lakes, pools and other water facilities operated on land or water for recreational use.
Enacts the New York civil rights cold case records collection act; directs the state archivist to create a civil rights cold case records collection; creates the civil rights cold case records review board which shall assist the archivist in the collection of civil rights cold case records.
Establishes the resilient New York revolving loan program and the resilient New York revolving loan fund to provide low or no-interest loans to municipalities, not-for-profit organizations, and individual property owners for hazard mitigation and resilience projects; provides funding from federal STORM Act.
Authorizes the empire state development corporation to retain an independent MWBE consultant firm for the purpose of helping reduce contractor violations of the provisions of article 15-A of the executive law; requires contractors in violation of the provisions of article 15-A of the executive law to retain independent monitors to oversee compliance.
Requires the written consent of a minor's parent, legal guardian or attorney for law enforcement collection of DNA from a minor prior to the lawful arrest of such minor.
Requires that public contracts be divided by size into large, medium, small and micro contracts for the purpose of increasing opportunities for small businesses, including minority-owned business enterprises and women-owned business enterprises, to participate in state contracts.
Designates rescue cats as the official state cat; establishes that a rescue cat is a cat of any breed or mixture of breeds rescued and adopted from an animal shelter or rescue group located in the state.
Grants immunity from liability and professional retaliation against a law enforcement employee who intervenes against police misconduct committed by another member of law enforcement.
Requires that certain contracts let by the office of general services be reserved for small businesses, including minority-owned business enterprises and women-owned business enterprises.
Requires the state comptroller to prepare and release an annual report grading each state agency on its spending with minority- and women-owned business.
Relates to requiring third party oversight over the state's contracting agency's procurement procedure specific to the use of minority- and women-owned businesses.
Encourages the participation of minority- and women-owned business enterprises in state contracts by avoiding unnecessary and unjustified bundling of contract requirements that preclude minority- and women-owned business participation.
