Relates to allowing for municipal enforcement of the New York state uniform fire prevention and building code and to the disbursement of intervenor funds under the major renewable energy development program; add compliance filings as a basis for receiving intervenor funds; provides reimbursement for pre-application activities.
Enacts the "New York student religious liberties act" providing for voluntary student expression of religious viewpoints in public schools, allowing religious expression in class assignments and allowing students the freedom to organize religious groups and activities, and requiring public school districts to provide a limited public forum for student speakers at non-graduation and graduation events.
Prohibits a statewide elected official, state officer or employee, member of the legislature or legislative employee to use state aircraft for political purposes; provides a violation of such restriction constitutes a class A misdemeanor.
Provides standards and procedures for determining whether or not a contractor is responsible for purposes of public construction projects, including documentation of previous experience with comparable projects, financial statements, disclosure of any professional suspensions or OSHA violations.
Provides for monetary penalties for the intentional violation of the open meetings law by any member of a public body who participates in a meeting with the intent and purpose of violating the provisions of the open meetings law.
Prohibits state purchase of products manufactured under conditions that fail to comply with minimum OSHA standards; requires the commissioner of general services to compile a list of products manufactured under conditions that fail to comply with minimum safety standards and the manufacturers thereof.
Provides that where the court finds that the agency had no reasonable basis for denying access, a civil penalty of not more than one thousand five hundred dollars may also be imposed; provides that an agency or public official who does not promptly comply with a court order under this act is subject to a civil penalty of not more than five hundred dollars per day until the public records are provided.
Requires state contractors to submit a statement on preventing human trafficking in bids to the state and maintain a written policy for preventing human trafficking within its operations, business dealings, and supply chain and provide to the state a copy of such policy when submitting such statement.
Requires public buildings which are or contain an area of public assembly or service to have equipped and installed an induction loop listening system for use by persons who are deaf or hard of hearing.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
