Requires the installation and use of surveillance cameras in all racetracks; provides cameras shall be capable of monitoring human and equine traffic in and out of individual stalls, barns and surrounding areas; provides video footage shall be available for review for no less than three years from the date of surveillance.
Allows an authorized organization to receive a license to hold a game of chance on Easter Sunday and Christmas Day; eliminates time restrictions for such games held on a Sunday.

Relates to the right to hold race meetings and races after sunset at Belmont Park, only at the main track in its current configuration, but only if such races conclude before 10:30 P.M. and only occur on Thursdays, Fridays or Saturdays.
Provides that the winnings from off-track betting, remaining unclaimed by April 1 each year, shall become part of the regional off-track betting corporation's operating account.
Provides for the amount to be paid by off-track betting corporations to regional harness tracks from out-of-state and out-of-country simulcast revenue.
Relates to utilizing funds from the capital acquisition fund for the payment of salaries and benefits of employees and other expenses of regional off-track betting corporations.
Provides that $1,600,000 of any funds from gaming devices located within the county of Niagara shall be transferred to the Niagara county industrial development agency for use to fund downtown economic development initiatives within the city of Niagara Falls.
