Extends the provisions relating to the New York state thoroughbred breeding and development fund until twelve years after the commencement of the operation of a video lottery terminal facility at Aqueduct racetrack.
Includes contests wherein participants select whether athletes, in the case of sporting events, shall accumulate more or less than a target score set by an operator, as an interactive fantasy sports contest; provides a definition for interactive fantasy sports gross revenue; makes related provisions.
Directs that any net revenue distributed to participating counties or cities by regional off-track betting corporations shall be used exclusively for real property tax relief.
Creates the jockey health insurance reserve fund for the payment of premiums not yet paid; provides for the return of funds if such reserve fund becomes no longer necessary.
Authorizes the state gaming commission to impose monetary fines upon any corporation, association or person participating in a thoroughbred race meeting or off-track betting, whether licensed by such commission or not, for violation of a commission rule or regulation; does not apply to track or parlor patrons.
Allows certain interactive poker games be considered games of skill rather than games of luck; includes definitions, authorization, required safeguards and minimum standards, the scope of licensing review and state tax implications; makes corresponding penal law amendments.
Allows any person who holds a license to sell alcoholic beverages for consumption on premises to allow players to engage in certain recreational contests.
Relates to compensation for directors of the regional off-track betting corporation; requires off-track betting corporations located within Genesee County to report on actual use and implementation of the approved marketing promotion plan from the previous year, which shall include the name and address of each person receiving any promotional item or thing of value in excess of fifty dollars.
Permits a potential lottery winner who lost their ticket to claim the winning amount provided that such person shows the lottery agency documentary proof of purchase of the winning ticket within one year of the winning date.
