Designates a portion of the state highway system as the "Boston Volunteer Firefighters David Hadley, Eugene Schmitt, Dana Stevens and Donald Pfarner Memorial Bridge".
Provides for the automatic issuance of identification cards for any person whose driver's license or learner's permit is expired, suspended, revoked or surrendered.

Provides for the issuance of distinctive license plates to the spouse of a congressional medal of honor recipient, and the transfer of distinctive license plates issued to congressional medal of honor recipients who are now deceased to their surviving spouse.
Enacts safety requirements in stretch limousines including anti-intrusion bars and window break tools; reduces occupancy of omnibuses for purposes of being equipped with fire extinguishers and additional mirrors.
Directs the commissioner of DMV to establish a sex trafficking awareness and prevention program to provide education and awareness literature and educational materials to all drivers with a commercial motor vehicle license.
Requires stretch limousines to be retired from use after ten years from manufacture or the accumulation of three hundred fifty thousand miles, whichever comes first.
