Requires balanced budgeting and spending; amends limitations on state supported debt; prohibits a message of necessity for budget bills; establishes the Rainy day fund as a constitutionally mandated provision.

Includes the Space Force as being members of the armed forces or veterans eligible for certain credits and benefits that are available to other active and veteran members of the armed forces.
Requires the office of mental health to convene statewide forums and listening sessions in areas with high rates of death by suicide, suicide attempts, or other risk factors associated with suicide, and high risk minority groups or special populations.
Provides that the payment of interest on an education loan and Roth IRA deposits shall be qualified withdrawals under the New York state college choice tuition savings program.
