Provides that for the purposes of the electronic open auction public bond sale pilot program, the term "municipality" shall mean a county or a city or town with a population of one hundred thousand or more.
Provides that licensed adult use dispensing facilities shall be no less than 1,000 feet apart in municipalities with a population of 20,000 people or more, and no less than 2,000 feet apart in municipalities with a population of less than 20,000 people; provides proximity protection waivers.

Provides earnings limitations for retired police officers employed part-time by municipalities with a population of less than 7,500; permits such officer to work up to five hundred twenty hours in any consecutive six-month period, with no suspension or diminution of retirement allowance; establishes villages or towns shall report such hours and salary earned on a monthly basis and shall contribute a percentage of the officer's excess earnings to the New York state and local police and fire retirement system.
Defines enforcement officers in a city with a population of one million or more for the purposes of regulating tobacco products, herbal cigarettes and smoking paraphernalia; provides that an enforcement officer for purposes of section 1399-ee of the public health law shall be the office of administrative trials and hearings.
Extends the open auction bond sale pilot program.
