Relates to dementia care; establishes a dementia care coordinator in the state office for the aging to manage the work of dementia care navigators; requires each area agency to employ a dementia care navigator; sets forth the duties of the dementia care coordinator and dementia care navigators.
Relates to reporting unmet need, which is the number of eligible individuals seeking participation in a program or service who are not receiving such program or service due to insufficient resources or capacity.
Establishes an elderly crime prevention and control trust fund to be funded by an initial appropriation and administrative assessment penalties on persons convicted of felonies when an elderly person is a victim; provides that the fund is to be administered by the division of criminal justice services which shall give grants to organizations who will set up programs to prevent crimes against elderly persons.
Creates a statewide central register of elder abuse and maltreatment reports and the elder justice coordinating council; mandates reporting by certain persons; facilitates interagency planning and reviews specific agency initiatives for their impact on the reporting and investigation of elder abuse and maltreatment in the state.
Establishes the elder abuse shelter aftercare demonstration program to provide management services, financial counseling, and mental health services at the conclusion of the discharge process.
Permits a redetermination of a tax abatement for rent-controlled and rent regulated property occupied by senior citizens or persons with disabilities upon a permanent decrease in income.
Adjusts the school tax relief (STAR) exemption for homes located outside a city with a population greater than one million for the 2024--2025 school years and thereafter (Part A); relates to a real property tax freeze to reimburse qualifying homeowners for increases in local property taxes on their primary residences (Part B); provides for supplemental state assistance to be paid to cities, counties, towns and villages that are compliant with the property tax levy limits (Part C).
Expands volunteerism by making use of the databases of statewide aging organizations; institutes volunteer certificate programs which train volunteers and individuals in programs to use the volunteers.
